Highlights

This budget brief analyzes the extent to which the 2025/26 National Budget responds to the needs of Child Protection votes. The brief delves deeper into the size and composition of government spending on Child Protection. The analysis is based on an in-depth review of National Budget Documents, specifically the Annual Budget Performance Reports and the Approved Budgets1. The Brief assesses the size and composition of public spending on child protection across different programmes in different votes and highlights spending trends.

The brief focuses on specific budget lines for the different sector votes namely, Uganda Police Force, National Identification and Registration Authority (NIRA), Directorate of Public Prosecution (DPP), Uganda Registration Service Bureau (URSB), Uganda Human Rights Commission (UHRC), Courts of Judicature, Ministry of Internal affairs, Ministry of Justice and Constitutional affairs, MGLSD, KCCA and Local Governments. These budget lines are divided into direct and indirect child protection interventions. Direct2 budget lines are those that are clearly earmarked to address a specific child protection issue (e.g. juvenile justice), while indirect budgets are those that address child protection but other issues (e.g. crime prevention)
