Family-Based National Early Intervention Programme Launched to Support Children at Risk of Developmental Delays

31 October 2025, Bursa Türkiye has taken a significant step toward enhancing early childhood development and inclusive family services with the launch of the Family-Based National Early Intervention Programme in Bursa.

Led by the Ministry of Family and Social Services and coordinated by the Presidency of Strategy and Budget, the programme is implemented with the technical and financial support of UNICEF, in close collaboration with the Ministries of National Education and Health.

The event, held at the Celal Sönmez Day Care, Rehabilitation and Family Counselling Centre, brought together representatives from national and local authorities, UNICEF, partners, and families — all united by a shared goal: ensuring that every child can reach their full potential.

Supporting families from the start

The new programme aims to identify and support children aged 0–8 who are at risk of developmental delays or disabilities. The first Early Childhood Development Centres started its operation in Ankara, Bursa, Mersin, and Kahramanmaraş.

“Every child deserves the best possible start in life. Early intervention is not only one of the most effective strategies — it is also among the most compassionate and cost-efficient investments a society can make. UNICEF is proud to work closely with the Ministry of Family and Social Services and all partners in building a sustainable, nationwide system that enables every child to thrive,” said Paolo Marchi, UNICEF Representative to Türkiye.

“The best way to support a child is to support the family. A society with a strong family will have a strong future,” said Mahinur Özdemir Göktaş, Minister of Family and Social Services.

A partnership for long-term impact

The Programme is implemented with national coordination and financial support of the Presidency of Strategy and Budget. UNICEF provides technical assistance and overall guidance, focusing on strengthening national systems and capacities to ensure early identification and timely support for every child. The German KfW Development Bank, the UK’s Foreign, Commonwealth & Development Office (FCDO) contribute to the programme’s implementation through financial support.

IKEA Türkiye supported the setup and furnishing of the Bursa Centre, helping create an accessible, welcoming, and child-friendly environment.
