This Situation Analysis assesses Tajikistan's progress in fulfilling its obligations under the Convention on the Rights of the Child, applying a human rights-based approach that emphasizes equity, participation, and accountability. It draws attention to children who may be at greater risk - particularly those living in poverty, rural areas, and those with disabilities - and points to areas where governance, policy, and service delivery could be strengthened. This Situation Analysis underscores the urgency of addressing the persistent deprivations and disparities the most vulnerable children face.
Drawing on over 50 stakeholder interviews, adolescent and youth consultations, data from the Demographic and Health Survey (DHS 2023) and national statistical surveys, this analysis provides a multisectoral perspective that links health, education, protection, and climate risks through an equity lens. This situation analysis offers action oriented insights to inform national child policies, reorient public budgets, and guide UNICEF's 2027–2030 Country Programme, whilst providing guidance to development partners to ensure that no child is left behind.
