Highlights

The evaluation of UNICEF South Sudan’s 2019–2022 and 2023–2026 Country Programmes confirms strong relevance and alignment with national priorities, delivering key results in health, nutrition, education, and child protection. Notable gains include increased immunization coverage and the achievement (and surpassing) of education targets. However, sanitation and child poverty remain significant challenges. While service delivery has been effective, system-level impact is constrained by limited government capacity and high donor dependence. Sustainability remains fragile, with uneven progress in systems strengthening and continued reliance on partners.

The programme has demonstrated adaptability in crisis contexts but would benefit from stronger government ownership, more integrated approaches, and increased investment in equity, gender, and disability inclusion.
