Highlights
Serbia’s pathway toward greater energy efficiency (EE) and clean energy is unfolding amidst a backdrop of overall economic development. Yet, pockets of poverty-vulnerable populations persist, as do fiscal disparities across local self-governments
(LSGs). For many households, energy bills account for a disproportionately high share of monthly income. This disparity helps explain why many families face chronic heating insecurity, and why children sometimes study in poorly insulated schools or live in homes that cannot maintain healthy indoor temperatures.
