Inclusion of children with disability in Montenegro (December 2010)

Highlights

•Same as in the previous wave, citizens are at the strongest social distance from children with severe emotional disorders (neurosis, psychosis etc) and children with severe socialization disorders (socially unacceptable behavior).

•On the other hand, citizens are at the smallest social distance from children with severely impaired eyesight and hearing, as well as children with impaired speech.

•Relative to the period before launching of the campaign “It's about ability”, level of acceptance of all categories of children with disabilities is significantly statistically increased now.

•Additionally, relative to the previous wave, percentage of citizens who believe that children with disabilities are equally valuable members of society, same as all other citizens, has increased for 10%, which is statistically significant at the level 0.05.

•Great majority of citizens (95%) think that the state and society should do everything in their power to ensure equal opportunities and chances for children with disabilities (increase of 3% relative to the previous wave).

•That the state and society are not able to significantly help children with disabilities is the opinion of 22% of citizens of Montenegro, which is for even 14% less than in the previous wave. Additionally, even 12% less citizens, compared with the previous wave, think that regardless of the pain and the effort that they and their families make, children with disabilities can not be fully fit in society, the way in which other children do.

•Every fifth citizen of Montenegro thinks that by providing professional assistance and through special relation of society and institutions, it is possible to FULLY enable a child with disabilities  for life in society (which is for 6% more than in the period before launching of the campaign “It's about ability”.)

•Citizens have more positive attitude towards inclusion now than before launching of the campaign “It’s about ability”. If we observe these results through average rates, we may conclude that, relative to the previous wave, level of agreement with the following statements has increased significantly:

 

•Architectural adaptation of institutions to the needs of these children should be one of the most important tasks of the state and society (average grade in August 3.9 and in December 4.2).

•If children with disabilities attend classes in regular schools, it has positive influence on their development (average grade in August 3.5 and in December 3.9).

•64% of citizens believe that if children with disabilities attend classes in regular schools, it has positive influence on their development. Relative to the period before launching of the campaign “It's about ability”, this increase of 7% is very significant.

•44% of citizens think that the rights of children with disabilities are respected equally as the rights of other children, which is for 7% less than in the previous wave, and  43% that their rights are respected to a lesser extent. The remaining 13% believe that the rights of children with disabilities are respected to a greater extent than the rights of other children.

•Positive attitude towards institutionalized protection of children with disabilities is significantly reduced after the campaign. So, putting children with disabilities in special institutions as the best way to help them was the opinion of 40% of citizens in August, while in December this percentage was significantly reduced to 21%.

•While in the previous wave 30% of citizens believed that only minority of rather difficult cases of children with disabilities should be put in special institutions, while majority of children with disabilities should be included in all regular activities, along with other citizens, this percentage increased significantly to 43% now, after launching of the campaign.
