Early childhood development encompasses the most sensitive period of a child’s growth – the time when the foundations of health, learning, and emotional stability are established. Investing in family support during this period is crucial for children’s well-being and for creating equal opportunities for all. The Caring Families for Young Children programme has demonstrated that empowering parents through education on non-violent and nurturing approaches contributes to stronger and more positive parent–child relationships, particularly among families from vulnerable communities.
At the same time, the analysis on early intervention in Montenegro highlights the need to establish a sustainable, family-oriented, and transdisciplinary system of support for children at developmental risk and those with disabilities. The proposed model envisions closer cooperation among health, education, and social services, the formation of multidisciplinary teams at the local level, and the introduction of clear service standards.
Every child in Montenegro has the right to the support they need to grow, develop, and reach their full potential.
