Highlights
On 27 January 2020, the State Emergency Commission of
Mongolia made an official decision to cease formal and nonformal
activities of education organizations due to the potential
high risk of COVID-19 in the country1. In accordance with
the State Emergency Commission’s decision, the Ministry
of Education and Science (MoES) began replacing inclassroom
sessions with tele-lessons from 3 February 2020
for the academic year 2019/2020. Between February and May
2020, a total of 4,485 tele-lessons were developed and made
accessible for students through 16 TV channels2.
The tele-lessons were also available online at www.econtent.
edu.mn where students had access to rewind and replay the
lessons.
To examine the suitability and efficiency of the tele-lessons,
UNICEF and MoES commissioned an assessment on the
effectiveness of distance learning (tele-lessons) in response
to emergency situations. The Independent Research Institute
of Mongolia conducted the assessment.
The research findings were used as a tool to compile
experiences and lessons learned, to identify challenges and to
effectively contribute to future planning.
