About
This evaluation is conducted to inform the Office and the Child Protection Section in the fine-tuning and review of the Child Protection Programme (2024–2028). It was commissioned following the completion of the 6th programme cycle (March 2015 – September 2021) to assess whether the intended results were achieved and to draw lessons learned. The evaluation also has a formative dimension, as it will inform future adaptations of the Child Protection Programme. Further analysis is expected on the programme’s relevance, internal and external coherence, efficiency, and particularly the sustainability of its approaches and interventions.
It should provide an objective assessment of the programme based on the six evaluation criteria defined by the OECD-DAC Network on Development Evaluation (EvalNet): Relevance, Coherence, Effectiveness, Efficiency, Impact, and Sustainability. In addition, the evaluation will incorporate the dimensions of equity, gender, and human rights–based programming. Findings and conclusions must rely on an objective, impartial, and triangulated analysis of verifiable facts and evidence. The explanation of the programme’s performance and results should guide the formulation of recommendations aligned with the intended uses of the evaluation.
