Highlights
This policy brief explores how financing mechanisms can support fair and high-quality early childhood education and care (ECEC) across Kazakhstan. While the country has made significant progress in enrollment, disparities remain: children from low-income families and those with disabilities are less likely to access inclusive, quality early learning.
Drawing on data analysis, expert consultations, and field research, the brief provides evidence-based recommendations for equity-oriented financing, digital tools to support vulnerable households, and incentives for inclusive practices. By highlighting strategies that ensure every child has a strong start, this brief underscore the critical role of early childhood education in building Kazakhstan’s human capital and a resilient, equitable society.
