This publication highlights Kazakhstan’s efforts to strengthen inclusive education through improved access to assistive technology (AT) and augmentative and alternative communication (AAC) for children with disabilities. Developed through a partnership between UNICEF Kazakhstan, government institutions and education stakeholders, the document presents the progress made in 2025 to build the foundations of a national AT/AAC support system for schools.

The report outlines key challenges previously faced by children with disabilities, including limited access to localized assessment tools, insufficient teacher training, and a lack of appropriate equipment in educational settings. It also documents the practical solutions introduced to address these gaps, including adaptation of internationally recognized assessment tools into Kazakh and Russian, capacity-building programmes for educators, provision of individualized devices for children, school resource sets, and the development of a national procurement catalogue.

In addition, the publication shares results achieved during implementation, including training opportunities that reached more than 12,000 education professionals nationwide and direct support to schools and children with special educational needs.

By documenting this experience, the publication offers a practical model for scaling inclusive education and strengthening national systems so that every child can participate meaningfully in learning.
