UNICEF and the Public Authority for Minors Affairs of Kuwait Partner to Support Emergency-Affected Education Facilities in Libya

Kuwait City,  19 March 2025 – UNICEF and the Public Authority for Minors Affairs (PAMA) in Kuwait have signed a landmark agreement to provide emergency education support to children affected by humanitarian crises in Libya. This collaboration marks the first-ever partnership between a UN agency and the Public Authority for Minors Affairs, reinforcing Kuwait’s commitment to supporting children’s rights and education in times of crisis.

Through this partnership, UNICEF and the Public Authority for Minors Affairs will work together to address the urgent educational needs of vulnerable children in Libya by ensuring access to quality learning environments. The initiative aims to directly benefit 2,500 boys and girls by supporting schools in affected areas.

Through this contribution, offered by the Public Authority for Minors Affairs, the project's main interventions will include providing prefabricated classrooms for up to five schools to accommodate displaced students, in addition to supplying schools with furniture, equipment, and essential educational materials to improve the learning environment. This will contribute to strengthening emergency education services and ensuring the continuity of education for children affected by crises.

On this occasion, UNICEF Representative to the Gulf Area Office, Mr. Eltayeb Adam stated, “This partnership with the Public Authority for Minors Affairs in Kuwait represents a pivotal step in our shared commitment to ensuring that no child’s education is disrupted due to emergencies. Education is a fundamental right and a powerful tool for stability and hope, especially in times of crisis.”

Meanwhile, Engineer Mrs. Dalal Al-Nouri, Director General of the Public Authority for Minors Affairs, emphasized that the cooperation reflects the Public Authority for Minors Affairs commitment to caring for children and providing a safe and sustainable educational environment, especially in light of the challenges facing the education sector in some regions. She also highlighted the importance of joining forces with international organizations to ensure children's right to education.

This partnership reaffirms Kuwait’s longstanding humanitarian efforts and underscores the vital role of education in rebuilding the lives of children affected by crises.
