This Policy was developed by the Government of Ghana – Ministry of Gender, Children and Social Protection, supported by UNICEF and other local and international organisations and civil society.

About

Ghana’s revised Early Childhood Care and Development (ECCD) Policy (2025) provides a comprehensive framework to guide the Government and stakeholders in promoting the survival, growth, and development of all children aged 0–8 years. Originally developed in 2004 and reviewed following an evaluation of its implementation, the revised policy responds to emerging priorities and strengthens coordinated, multisectoral action. It aligns with national and international commitments and is framed around the Nurturing Care Framework, emphasizing equitable, evidence-based, and accountable delivery of services for young children and their families.

The policy is structured around six domains: Health, Nutrition, Early Learning, Responsive Caregiving, Safety and Security, and Inclusion. It outlines clear goals, objectives, and strategies across sectors, supported by a Costed Implementation Plan and a Monitoring, Evaluation, Research and Learning (MERL) Framework to ensure effective implementation and accountability. The Ministry of Gender, Children and Social Protection leads overall coordination, working with relevant Ministries, Departments, and Agencies and partners to strengthen integrated service delivery and improve outcomes for young children across Ghana.
