The Tanzania Development Vision 2025 aims to achieve high-quality livelihood for the people, peace, unity, stability, good governance, and the rule of law, a well-educated and learning society and a strong and competitive economy. The development of the water sector in Tanzania is governed by the National Water Policy (NAWAPO), 2002, which is implemented by different actors involved in water resources management, provision of water supply and sanitation services. The Ministry is currently reviewing the
policy to track the developments in the sector over the past 20 years.
The Water Sector Development Programme (WSDP) 2006–2025 addresses the goals of NAWAPO 2002. The objective of WSDP is to strengthen the sectoral institutions for integrated water resources management and improve access to water supply and sanitation services. There have been several reforms in the water sector over the past 10 years as listed below.
