Highlights
The SEA-PLM 2024 Regional Report provides the most up-to-date, comparable data on how children in Southeast Asia are learning at the end of primary school. Developed by SEAMEO and UNICEF, the assessment evaluates Grade 5 students’ skills in reading and mathematics across six countries, revealing persistent gaps in foundational learning and wide inequalities linked to gender, language, and socioeconomic factors. The report also tracks progress since 2019, offering insight into how education systems have recovered from COVID-19 and how policy reforms, teacher development, and curriculum changes are shaping learning outcomes. SEA-PLM remains the region’s flagship tool for monitoring SDG 4.1.1 and guiding evidence-based action to ensure every child acquires the skills they need to thrive.
