Challenges
Adolescents under 16 years who commit acts defined as crimes by the law, face administrative processes. These ones are led by Councils of Attention to Minors (CAM), which made up by specialists from different sectors who combine recommendations from the Centres for Diagnosis and Orientation (CDO), and the Centres for Evaluation, Attention and Orientation to Minors (CEAOM). Follow-up at the community level is carried out jointly with the Ministry of Education and the Attorney General’s Office.
Those who commit more serious offenses, and once all possibilities of reorientation in their family and community environments have been exhausted, are sent to one of the 12 Comprehensive Training School in the country that provide specialized treatment and are governed by the education system’s curriculum, including technical training and extracurricular activities.
The three Protection Centres for Children and Adolescents in Havana, Villa Clara and Santiago de Cuba, along with available services in other provinces, offer specialized care to crime victims to avoid secondary re-victimization and indicate further treatment.
This component addresses barriers in the specialized care and social reintegration of children and adolescents who have committed acts described as crimes in the legislation. It aims at improving the capacities of professionals, institutions and community actors in charge of prevention, attention and social reintegration of adolescents who have committed acts described as crimes, the development of socio-educational instruments, training and communication.
Strategies
Strengthening capacities through workshops, courses and technical exchanges among specialized prevention and protection services professionals, as well as the strengthening of capacities through training and exchange of other social actors involved in the prevention of violence and comprehensive protection at the community level.
Advocacy actions will also be carried out to make violence and its consequences more visible for professionals in charge of the comprehensive protection of children and adolescents and for different audiences.
