Social Affairs Budget Brief 2021

Budget allocation for child welfare services continue to be limited; therefore, more efforts is needed to increase budget allocation for advancing child welfare services and expansion of social assistance programmes.

Highlights

Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) is mandated by the Royal Government of Cambodia to provide social welfare services for many targeted groups of population including the poor and vulnerable people. To implement this mandate, MoSVY adopted three programmes mainly social welfare, social security, and institutional strengthening in its five-year Strategic Plan 2019-2023; however, planned budget allocation 2019-2021 has not been well aligned with the plan. Social welfare received only 4 per cent versus the planned 13 per cent share of the total budget. The 4 percent already included national cash transfer programme for pregnant women and children 0-2 in poor households. Around 80 per cent of the total budget went to programme2 that secures the pension of retired civil servants and veterans. More efforts and investment is needed to increase budget allocation toward strengthening and expanding social welfare services for the many targeted groups under mandate of the ministry.
