Highlights

Cambodia has made significant progress in reducing residential care facilities, with a sharp decline in both number of facilities and children placed in them between 2015–2024. Yet persistent challenges remain around facilities operating below minimum standards, unlicensed and unregistered RCIs, and the care of children with disabilities. Strengthening family-based care, inspection systems, inter-ministerial collaboration, and capacity building at all levels is essential to sustain reform gains.
