A reliable and comprehensive statistical foundation on children who commit crimes or who are victims in criminal cases in Viet Nam is essential for informing the development and reform of child justice laws and policies. This report, produced by the Supreme People’s Procuracy (Department of Criminal Justice Statistics and Digital Transformation), with technical support from UNICEF, draws on data compiled from local People’s Procuracies and other relevant stakeholders.

Disaggregated by sex, age group, ethnicity, region, type of crime, and other key variables, the report provides a detailed overview of the child justice situation in Viet Nam in 2023. It also analyses trends involving under-18 offenders and child victims at both national and sub-national levels by comparing patterns of child-related crimes between 2017 and 2023, offering insights into changes over time and emerging areas requiring policy attention.
