Prime Minister and Minister of Health launch final report of the Timor-Leste Food and Nutrition Survey and National Health Sector Nutrition Strategic Plan 2022-2026

DILI, 5 May 2022: Today, H.E. Taur Matan Ruak, Prime Minister of the Republic of Timor-Leste, and H.E Dra. Odete Maria Freitas Belo, Minister of Health launched the final report of the most recent Timor-Leste Food and Nutrition Survey and the National Health Sector Nutrition Strategic Plan 2022-2026 at a ceremony held at the Ministry of Finance today. 

H.E. Ambassador of the European Union, Representatives of UNICEF, KOICA, WFP, FAO, WHO, the World Bank and members of the nutrition working group, among others, took part in the launch. 

“We are certain that with the partnerships established and the launch of the Strategic Plan that is materialising today in the health sector, we will be able to take concrete steps toward the transformation of the national nutrition system,” said H.E. Taur Matan Ruak, Hon. Prime Minister of the Republic of Timor-Leste. “Actions that cannot and should not be taken only by governments and authorities, but in a spirit of community involving the participation of all, including citizens as consumers, economic operators and the different development partners.

The Food and Nutrition Survey and the National Health Sector Nutrition Strategic Plan 2022 – 2026 were developed by the Ministry of Health with support from the EU, UNICEF, WFP, FAO, WHO, KOICA and members of the Nutrition Working Group. 

“Improving nutrition has long been a key aim of European Union cooperation with Timor-Leste, and the results of the survey indicate that while progress has meet made, much more needs to be done to fight the scourge of malnutrition among children. The European Union (EU) will continue to support the Ministry of Health of Timor-Leste in the implementation of the National Nutrition Strategy with the aim to strengthen Primary Health Care and Nutrition services to the population.  EU assistance, with a value of more than 15 million USD, is provided both through budget support, the payment of which is triggered by successful reforms, and through technical assistance implemented by UNICEF.”, said Andrew Jacobs, the European Union Ambassador to Timor-Leste.  

The Timor-Leste Food and Nutrition Survey

The Timor-Leste Food and Nutrition survey conducted in 2020 was conducted with the objective of assessing the nutritional status and risk factors for malnutrition of children and women, including those affecting infant and young child-feeding practices. 

Results from the Timor-Leste Food and Nutrition Survey 2020 show declining trends of undernutrition among children aged 0-59 months compared to the results of the previous survey conducted in 2013. Exclusive breast-feeding rates of infants (less than 6 months old) was at 62%, up by 10%; stunting among children 6-59 months declined from 50.2% to 47.1%; wasting dropped from 11% to 8.6% while underweight (below average weight for age) reduced from 37.7% to 32.4% for the same age group of children. 

With almost every second child being stunted (47.1 percent of children under five years of age), Timor-Leste has the third highest prevalence of stunting and is among the only three countries in which at least half of children below 5 are stunted. 

Despite improvements in nutrition indicators, the survey also found a significant decline in the early initiation of breastfeeding which dropped from 93.4% to 46.8%.  


The National Health Sector Nutrition Strategic Plan 2022- 2026

The National Health Sector Nutrition Strategic Plan 2022-2026 plan was developed to address the recommendations of the Timor-Leste Food and Nutrition Survey, help accelerate the gains of the nutrition programme in Timor-Leste and improve the nutrition status of children and women. It focuses on improving the quality of services for women and children; expansion of community and health facility-based interventions for screening and treatment of acute malnutrition; access to information on infant and young child feeding practices, including early initiation of breastfeeding and complementary feeding; among others. It also includes strategies targeted at increasing capacity of families to have adequate food at household level such as introducing cash transfers for poor households to increase access to nutritious food for children under 2 years of age; and promotion of domestic household food production to improve food availability. 

The strategy aligns with other government strategic document such as National Health Sector Strategic Plan 2011-2030 and the SDG 2 Consolidated National Action Plan for food Security and Nutrition. 

“Almost half of Timorese children are born stunted right now. It is a silent emergency, and if actions are not taken before a child turns two years old, it is already too late. This has direct impact on the nation’s human capital as half of the population of Timor-Leste would not have fully grown brains to contribute to the economic development of the country. According to the World Bank, undernutrition already depresses Timor-Leste’s economy by $41 million annually,” said Bilal Durrani, Country Representative of UNICEF in Timor-Leste.

“If the leaders of this beautiful nation want to reduce stunting among Timorese children and ensure a prosperous future for this country, the top priority should be to ensure that sustainable and adequate budget is allocated to implement the Health Sector Nutrition Strategic Plan for 2022-26,” added Durrani.
