UNICEF Sierra Leone Country Programme Evaluation (2024): Key Insights
Evaluating progress, challenges and opportunities to strengthen results for children in Sierra Leone

This Country Programme Evaluation (CPE) assesses UNICEF Sierra Leone’s contribution to results for children under the 2020–2024 Country Programme, covering all programme areas and implemented nationwide. The evaluation used a theory-based, mixed-methods approach, combining in-depth document review with field-based data collection in both rural and urban areas. Evidence was gathered through consultations with over 100 stakeholders—including government counterparts, UN agencies, and implementing partners—focus group discussions with adolescents and caregivers, and a household survey conducted across multiple districts nationwide. Rather than attributing outcomes to UNICEF alone, the evaluation examined how UNICEF’s strategies—particularly integrated programming, partnerships, evidence use, and emergency development linkages—contributed to outcomes within a complex, multi-actor context, with a strong focus on equity, gender, human rights, and sustainability. Findings inform accountability, learning, and the design of the 2025–2030 Country Programme.
