Statement on the Toboso Tragedy

UNICEF Philippines welcomes the Commission on Human Rights’ independent investigation into the recent violence in Toboso, Negros Occidental which led to deaths, including of children and young people, and displaced more than 100 families. Impartial, evidence-based investigations, with full respect for due process, must be upheld. Children must never be targets or collateral in conflict. Their recruitment, use, or exposure to hostilities is a grave violation of their rights.

UNICEF stands ready to support the Commission and partners in ensuring full accountability and protecting children from all forms of violence. All parties must comply with international humanitarian and human rights law, including the obligation to distinguish between civilians and combatants and to protect civilians, especially children.
