UNICEF Response to Vanuatu Cyclones

In March 2023, two category 4 cyclones struck Vanuatu, affecting an estimated 149,000 people, including 58,000 children. International assistance, including UNICEF’s response plan, arrived promptly. The total recovery cost was initially estimated at US$50 million.
UNICEF initiated a real-time assessment (RTA) of its response to the cyclones in April 2023, focusing on learning and providing feedback during the humanitarian operation. The assessment reviews the alignment of UNICEF’s response with the needs of affected populations, support to the Government of Vanuatu (GoV), internal coordination and external coordination, human resources, resource mobilization and good practices. It follows the Core Commitment for Children in Humanitarian Actions (CCC)
framework and employs qualitative methods, including key informant interviews, a survey of youth leaders, and a consultation workshop. Inductive and deductive analytical approaches examine the CCC commitments, develop themes and triangulate and validate findings with stakeholders.
