Highlights
This evaluability assessment was conducted during the Inception Phase of the Independent Evaluation of UNICEF Nigeria Training Investments in September 2016. The UNICEF Nigeria Country Office has been working under a Country Program Document since 2014 and will soon launch its discussion to develop the next Country Program Document. Since training interventions are a major component of UNICEF’s work in Nigeria, the Country Office commissioned this evaluation to inform discussions on the next Country Program Document. Prior to conducting this evaluation, it was however strongly suggested that evaluability be looked at in more detail. In line with the Organisation for Economic Cooperation and Development/Development Assistance Committee definition, we understand an evaluability assessment to determine “the extent to which an activity or a program can be evaluated in a reliable and credible fashion.”
