This brief, developed by Libya’s National Economic and Social Development Board (NESDB) and UNICEF, analyzes education spending from 2021 to 2023 to inform policy and improve efficiency. Education receives the largest share of the national budget, averaging 16 percent of total spending and 10 percent of GDP, but 91 percent goes to salaries, leaving limited funds for infrastructure and quality improvements. Despite free education, challenges persist in early childhood and vocational training, with only 17.7 percent kindergarten enrollment. The brief calls for rebalancing spending, addressing regional disparities, and expanding public-private partnerships to enhance education quality and sustainability.
