HOPE Release Notes
New features and enhancements
- Added the Facility Workers beneficiary group to the programme setup page, enabling visualization of facility-related data, including facility workers, facilities, and facility staff members in the individual details page.
- Added country code and business area details to payment plan information sent to the payment gateway.
Issues Fixed
- Fixed the sanction list error "Unknown string format" for dates between August and September 1977.
- Fixed a deadlock error occurring during RDI merges.
- Fixed the issue where the start date of a cycle is backdated by one day after creating a new cycle for countries on GMT -4 time zone.
New features and enhancements
- Added a new filter to select Household or Individual IDs for alternate collectors receiving payments on behalf of beneficiaries.
- Added a new section in Individuals page that displays Biometric Data details (Biometric Trait, Biometric Check, Tickets Related, wallet Name, Blockchain name, wallet address).
- Added two new fields to the beneficiary data import template to capture facility details (school, health facility, etc): a) facility_name_h_c: name of facility. b) facility_admin_area_h_c: pcode of facility.
Issues Fixed
- Fixed an issue where using Tax ID to search for households returned no results.
- Fixed an issue where sorting the payee list by household size in payment plans did not work.
- Fixed the issue where the error 'invalid field value' appeared when importing non-beneficiary alternate collectors in Frontline Workers programmes.
New features and enhancements
- Added a Currency Conversion section to the payment plan module, allowing users to override the UNORE exchange rate by specifying an alternative rate before adding the entitlement formula.
Issues Fixed
- Fixed the issue where the error message 'An Error occured' appeared when closing needs adjudication tickets (Biometric Similarity).
- Fixed an issue where RapidPro payment verification results were not being relayed back to HOPE.
- Fixed the issue where users encountered Access Denied (missing permissions) error message when trying to access various pages HOPE modules.
New features and enhancements
- Job titles of HOPE users are now displayed at the approval, authorization and release stages of payment plans in the Payment Module.
- The programme code can now only be modified by HOPE Admin users. While users can add a programme code when creating or copying a programme, the programme code field is no longer editable in the Edit Programme page.
- Added a new “Sent to FSP on” date field to Payment Record Details in payment plans. This field captures the date the transaction was sent to the Financial Service Provider (after submission to PG), enabling countries to track timelines and manage records approaching the purge window.
Issues Fixed
- Fixed the issue where you could not search for Individuals using phone numbers in the individuals page.
New features and enhancements
- The deduplication summary now shows before and after biometric deduplication statistics. Results display zero before the biometric deduplication engine is run and update automatically once the process is completed.
- Added a Fixed Amount field in the Payment Plan module, enabling users to set a uniform entitlement amount for all payees. When applied, all payment records are automatically updated with the same entitlement amount.

- Fixed the issue where the error 'an error occurred' appears when you attempt to assign grievance tickets in the grievance module.
- Fixed the issue where the sample size for payment verification plans shows 0 when on the Create Verification Plan window.

- Added RDI filter in household and individual pages which allows user to search households or individuals using RDI name.
Issues Fixed
- Fixed the issue where wallet name, blockchain and wallet address fields were not aligned with bio data columns for the Individuals details page.
- Fixed the issue where grievance tickets created in payment verification plans are not displayed as active tickets in the grievance module.
- Fixed the issue where payment distribution status is displayed instead of verification status in the verification status column in the payment verification module.
- Fixed the issue where the error dialog box displayed when importing payment verification XLSX import files overflows when you click on the button to view more error details.
- Fixed an issue where the Female Age 0–5 field filter did not display the previously saved value when editing targeting criteria in the Targeting module.
- Fixed the issue where previous XLXS file import error messages appear when importing subsequent payment verification files in the payment verification module.
- Fixed the issue where users could select a lesser number of 'selected rounds' than originally set when updating the number of expected rounds in programme details.
- Fixed the issue where the ‘add new programme cycle’ button is inactive (does not perform any action when clicked) after cancelling the creation of a programme cycle.
New features and enhancements
- Added payee list search bar in the payment plan details page which allows users to search and display results of payees using Payment ID, Household Id and Collector Fullname.
- Added validation for programme cycle dates. When you try to edit programme cycles with invalid dates (dates that overlap with the programme or cycles) an alert appears: Programme Cycles timeframes must not overlap with the provided start date.
- When an RDI is IN REVIEW status, users can now see Account Details in the Individual page within the RDI. This gives the programme planner visibility on wallet details captured during registration.
- When you try to edit the programme with dates that are out of range of the cycle dates, the NEXT button is grayed out and does not allow users to proceed with changing invalid programme dates.
Issues Fixed
- Fixed the issue where the incorrect details were displayed in Distribution Modality and Related Payment ID fields. Previously Distribution Modality field displayed the payment plan ID while Related Payment ID field was blank. The Related Payment ID field has been renamed to ORIGINAL PAYMENT PLAN ID.
- Fixed the issue where the identity verification page in the grievance feedback grievance tickets does not display household size, birth date, admin level 1 and head of household details.
- When you try to edit the programme with dates that are out of range of the cycle dates, the NEXT button is grayed out and does not allow user to proceed with changing invalid programme dates.
- Fixed the issue where EXPORT XLSX button does not automatically change to DOWNLOAD XLSX when creating payment verification plans.
New features and enhancements
- Added an “Individual’s Photo” field in the Bio Data section, enabling photo uploads in data change grievance tickets. Once approved, a “Show Photo” button appears on the Individual details page to view the image.
- Added an “Only Active Programmes” flag in the Country Search module that, when selected, displays results for active programmes only.
- Added individual name and phone number search fields to the country search feature. Users can now search for a certain individual by phone number or by full name, in addition to individual’s HOPE ID.
- Lookup fields are added above Payee List, that will enable users search for collectors within a payment plan using their full name, Payment Record ID or Household ID.
Issues Fixed
- Fixed the issue where transactions in successful status are not displayed in payment plans after reconciliation.
- Fixed the issue where document updates for individual data update tickets could not be saved.
- Fixed the issue where individuals cannot be marked as distinct in needs adjudication grievance tickets.
- Fixed the error that was occurring when saving a data change grievance for adding an account for an individual.
New features and enhancements
- Added a bulk photo update capability in the programme admin page, allowing authorized users to upload and replace individual photos using a ZIP file.
Issues Fixed
- Resolved an inconsistency in account data handling that prevented bank accounts from being created correctly when pushed into HOPE.
- Fixed an error that prevented grievance tickets from being created when adding an individual with flex fields to a household.
- Resolved an issue where biometric deduplication did not generate the expected needs adjudication tickets after record merging.
- Fixed an issue in the payment verification process where some successful transactions could not be verified due to missing verification details or disabled edit actions.
- Corrected the deduplication engine trigger to ensure programme identifiers are handled correctly when initiating bulk image processing.
- Fixed issues in data push endpoints where certain image and consent fields were not handled correctly when empty or optional.
- Resolved an issue where incorrect passwords were sent for payment plan files.
- Fixed an issue preventing GSSC users from viewing assigned user roles in the HOPE admin interface.
New features and enhancements
- Renamed Office Search module to Country Search, to align with the features ability to search data across country office objects (programmes, households, individuals, payment plans).
Issues Fixed
- Fixed the issue where the user search box does not display the full list of users in the Activity Log module.
- Fixed the issue where system flagged grievance tickets are not created when the sanction list flag is enabled at programme level.
- Fixed page ordering count filters for payment verification records.
New features and enhancements
- Introduced a new feature, Office Search, that allows users to search beneficiary data (households, individuals, grievance tickets, payment records) across business areas. This feature is visible before selecting a programme (in the All Programmes view) and is available to users with dedicated permissions.
- Further improved the report generated by HOPE that enhances readability and maps the Western Union Quick Cash Report. The report now includes the number of the Advice Report File name; this guides finance users to mapping invoices against payment plans.
- At the Accountability module, we enhanced the display of sample size figures based on applied filters. Where the first number reflects recipients selected after applying the filters, while the second number represents the total available recipients after area filtration and phone number validations are applied.

- Fixed the issue where the error message ‘an error has occurred’ appeared when building target populations.
- Fixed the issue where the entitlement formula is not applied to a payment plan after selection.
- Fixed the issue where the error message ‘an error has occurred when creating the grievance ticket’ appears when saving changes related to flex fields in individual data updates grievance tickets.
- Fixed the issue where needs adjudication tickets cannot be opened.
- Fixed the issue where the Financial Institution ID is displayed instead of the Financial Institution name in the accounts section in individual data update grievance tickets.
- Restored pagination and column-ordering in the Target Population module.
- Fixed the issue where the score filter does not display results when applied in the Target Population module.
- Fixed the issue where payment plan export file has missing account data columns.
New features and enhancements
- Added Household ID and Individual ID columns in the Entitlement XLSX export file.
- Added new validation in the targeting module to ensure each FSP has the required payment-gateway configuration
- Implemented a new safeguard that temporarily blocks payment-plan downloads while the entitlement formula background task is running to ensure data integrity.
- Improved integration with Rapid Pro related to phone number validation in the accountability module for group recipients. HOPE now sends surveys only to valid phone numbers and shows the count of excluded recipients due to invalid/unavailable phone numbers.
- Unified the naming for withdrawn households; on Household records, filtering option and grievance issue type, renamed WITHDRAWN to Inactive (withdrawn).
- Removed the programme selection option when creating surveys in the accountability module.
- Removed Household related labels in the population, grievances and payment records pages for Social Worker programmes.
- Enhanced the feature for adding supporting documents to payment plans, allowing uploads at all stages. Previously, uploads were limited to Open and Locked statuses.
Issues Fixed
- Fixed the issue where target population details don't appear in payment plan summary file.
- Resolved the error message that used to appear when uploading payment verification results.
- Addressed an issue in the individual data update grievance workflow where some changes were not shown in the Requested Data Change section during the approval stage, ensuring all updates are now visible.
- Fixed the issue where target population details are not displayed in payment plans for Social Worker programmes with Education Worker beneficiary group.
- Resolved the issue where fully reconciled payment plans (100%) remained in Accepted status instead of automatically updating to Finished status.
- Fixed the issue where Individual data update changes via grievance tickets are not reflected in Individuals details.
- Fixed the issue where an error message is displayed when viewing grievance ticket details.
- Fixed the issue where pictures collected in flex fields cannot be displayed in the individual details page.
- Fixed the issue on displaying all account details clearly within account section.
New features and enhancements
Changes in the Payment Module: A new payment plan status, ABORTED, has been introduced. Users with specific permission can Abort a payment plan within status [Open, Locked, In Approval, In Authorization, In Review, Accepted].
To Abort a payment plan, the user must: - Have adequate permissions. - Specify a reason for aborting a payment plan. If an FC was assigned to a payment plan in review state, then payment plan was aborted, FC will not be marked as used for this payment plan. User can reactivate an aborted payment plan if needed, if user has sufficient permissions. When an aborted payment is reactivated, it is set back to ‘Open’ status and previously assigned Entitlements anf Funds Commitment are reset and need to be specified again.
- Removed ADD COLLECTOR RULE GROUP validation from Targeting filters. This validation is now part of PAYMENT CHANNEL VALIDATION.
- Added Household and Individual ID columns to the Entitlement Formula export file.
Status color codes for RDI and Payment Plan modules have been updated to the following,

Issues Fixed
- Resolved the issue where users with accountability-related roles received “access denied” errors when using communication messaging features.
- Resolved the issue where the RDI status label shows the same color for different RDI statuses in the RDI list page.
- Resolved the issue of missing pagination in the RDI page.
- Resolved the issue where household data is not displayed when creating individual data update grievance tickets with All Programmes selected in the Programme filter.
- Resolved the issue where previous ROLE values are not displayed in the REQUESTED DATA CHANGE (approval) section of individual data change grievance tickets.
- Resolved the issue where individual data change grievance tickets could not be saved and triggered a blank black error notification.
- Resolved the issue where the entitlement section does not appear in all stages of payment plan approvals.
- Fixed the issue where navigation buttons were missing in the payee list section of payment plans.
- Fixed the issue where navigation buttons were missing and number of listed records changed after scrolling to the next page in the payee list section of payment plans.
- Fixed the issue where erroneous records prevent an Aurora RDI from importing into HOPE.
- Fixed the issue where updating account numbers created new account numbers in individual data update grievance tickets.
- Fixed the issue where custom entitlement formulas are not visible in payment plans.
New features and enhancements
- Permissions refactoring: User roles are now assigned directly to specific Programmes (or to all Programmes within a Business Area). This means your role assignment immediately determines which Programmes you can work in. Previously Users and Partners were assigned roles at the Business Area level while Programme access was managed separately through Partner assignments.
- Online PDU: This enhancement enables users to collect Periodic Data Update (PDU) values through an online page in addition to an offline XLS template. The PDU feature supports regular collection of targeting data used to determine beneficiary entitlements at the payment stage. For details refer to this knowledge article.
- Internal API refactoring: The whole backend API has been rewritten using REST architecture. This will result in minor resource utilization, better performance and a simpler code base.
- Country Dashboard: The number of children is now showing the average fertility rates number per country based on World Bank data for those programmes that did not collect data on individual family members. This excludes programmes for incentive payments.
- Added 'Finished with Errors' alert that is displayed in the Registration Data Import module when biometric deduplication status is complete but has errors.
- Added 'Total Entitled Quantity (USD)' column to the Managerial Console in the Released Payment Plans list.
- Added CLOSE button to the Payment Plan module which allows users to close finished payment plans. When a Payment Plan is closed, the status of the payment plan changes from FINISHED to CLOSED. Users cannot upload reconciliation files once the payment plan is in CLOSED status.
- Removed household related columns (household ID, household size) from entitlement import/export files for Social Worker programmes.
- Added an Exclude Alternate Collectors flag in the Registration Data Import module. When selected, it prevents alternate and external collector details from being imported from one programme to another when using the Import From Programme Population option.
- Added Reconciliation Window field in the Programme setup page, allowing programme managers to set the number of days for reconciliation. It also includes an option to select whether to send email reminders when the deadline lapses.
New features and enhancements
- Exchange rate between Payment Plan currency and USD for Delivered Quantity matches the rate for Entitlement Quantity as the rate is now fixed to the one on payment plan RELEASE. Previously different foreign exchange rates at different stages of the payment plan were applied creating discrepancies and inconsistencies.
Issues fixed
Changes have been made in the Payment Plan Summary in the RECONCILIATION SUMMARY section, that now ensure:
a) Total Amount Redeemed displays actually delivered + partially delivered.
b) Total Amount Unredeemed displays actually undelivered + partially undelivered.
- Fixed the issue where an error message is displayed when closing individual data change grievance tickets.
New features and enhancements
New validations are implemented on uploaded payment reconciliation dates 'delivery_date', where:
a) Delivery date cannot be set to future dates.
b) Delivery date cannot be older than programme start date.
- The creation of Payment Verification Plans (PVP) is now allowed at earlier stages, removing dependency on payment reconciliation completion to start verification exercises. However, verification plans cannot be finished unless payment plan reconciliation is completed.
- FSP XLS Templates now allow account details to be downloaded.
- Deleted payment plans have been removed from Payment Verification Module to ensure consistency and remove confusion.
- Introduced the possibility for HOPE focal points to regenerate XLSX files for FSP Authentication codes when there are more records having AUTH CODES generated later in time.
Issues fixed
- Fixed the issue where Excluded Target Population entries were still appearing when copying a Target Population.
- Fixed 'Send to payment gateway error’ when sending a payment to Western Union through Payment Gateway.
- Fixed the issue where Payment Plans were getting stuck at XLSX EXPORTING state.
- Fixed the Engine Error that was appearing on a payment plan.
- Fixed issues to ensure Payment Plan summary file reflects accurately and updates redemption figures.
- Fixed the issue with Financial Institutions selection at data change grievances. Financial Institutions are now filtered by country.
- Fixed the issue that was preventing saving changes of bank name via grievance tickets.
- Fixed the issue of missing Auth codes (MTCNs) when downloading WU payment related files.
New features and enhancements
- The Assign Fund Commitments button now is automatically disabled after assigning a Fund Commitment to the Payment Plan.
- Fund Commitment details are now shown upon assignment to a payment plan, enabling users to verify fund sufficiency or choose an alternative Fund Commitment.
In the Payment Verification Module, the labels in the List of Payment Plans panel have been updated as follows,
a) Cash Amount renamed to Total Amount.
b) Timeframe renamed Payment Disbursement Dates.
c) Added new field, Programme Cycle Title that displays cycle details.
Issues fixed
- Fixed the 'Valid Document already exists' error that was preventing closure of data change grievance tickets.
- Fixed the issue where external users could connect to Active Directory and log into HOPE.
- Fixed the unexpected error message displayed when scrolling Payment Verification records.
New features and enhancements
- Delivery Mechanism definitions have been revised to improve clarity for users during selection. Note: Payment plans previously set up with 'Cash' as the delivery mechanism have been migrated to 'Cash on Site' delivery mechanism.
- In the Payment Management Module, the Authorization Letter can now be downloaded immediately after a payment plan is authorized, enabling earlier Fund Commitment assignment. Previously, it was only available after the payment plan was released. This change is meant to encourage users to use the Fund Committment (FC) selection feature at Payment Plan release stage to benefit from advanced reporting on donor’ coverage of programme beneficiaries as well as easier reconciliation and reimbursement management to specific FC/Grants.
- In the Payment Management Module, the dropdown that displays template selection for FSP authentication code (MTCNs) extraction is now limited to the FSP templates assigned to the Country Office. Previously it was displaying all FSP templates from all countries in HOPE.
HOPE Dashboard Enhancements:
a) HOPE Global Dashboard now contains the regional filter.
b) A new section named ‘Planned Payments Amounts’ has been introduced to Country Dashboard to display the total entitlement quantities that are still pending approval or authorization.
- Added a new 'Source' column in the flag details section for grievance tickets under the 'System Flagging' category. This column indicates the origin of the sanction list, helping users identify the source of the flag when multiple sanction lists are in use.
- The Registration module has been further enhanced to allow import from existing Government systems in case of complementarity between HOPE and Government. HOPE now has a collision detector as a mechanism to handle situations where a Beneficiary/Individual might be present in multiple RDIs.
Issues fixed
- Updated the Targeting Criteria summary label to correctly display "Individual IDs selected" instead of "Household IDs selected" when creating Target Populations from Individual IDs.
- Fixed the issue where changes made on grievance tickets could not be saved.
- Fixed the issue where it was not possible to select delivery mechanisms for Target Population with multiple rules.
- Fixed the issue where the error 'SEND TO PAYMENT GATEWAY ERROR' appeared after sending Western Union payment plans to the Payment Gateway.
- Fixed the issue where Target Populations were stuck in Pending status.
- Fixed the issue where the error 'list indices must be integers or slices, not str' was displayed when approving grievance tickets.
- In the Payment Module, fixed the issue where an empty folder is downloaded after exporting and downloading payment plan (XLSX download).
- Resolved an issue in the Targeting Module where collectors with valid payment accounts were flagged for failing payment channel validation.
- Resolved the issue preventing users from logging into the HOPE training environment.
- Addressed an issue where individuals/households in a follow-up payment plan were not flagged as already included in another payment plan when creating a new payment plan within the same cycle.
- Fixed the issue where users were not able to select the FSP template to generate FSP authentication codes (MTCNs) in the Payment Module.
- In the Payment Module, fixed the issue where FSP authentication codes (MTCNs) are downloaded from HOPE with unsuccessful payment status displayed in the payment list.
- Fixed the issue on PDU feature where processing the updates took long.
New features and enhancements
Payment Module Enhancements:
- The EXPORT XLXS button is now active when payment records are at ‘Transferred to FSP’ status. This button will remain active even if some records’ statuses update to another state. This allows the payment releaser to download MTCNs. Note that the export of MTCNs is only supposed to be done once.
A new field, Fund Commitment has been added to the Payment Plan module, enabling Payment Releasers to search for and assign one or more Fund Commitment (FC) line items to a specific payment. Once the FC is assigned and payment plan is released, below FC details are visible:
a) WBS Element
b) Grant
c) FC Currency
d) FC amounts in both USD and local currency
e) Sponsor name
f) Percentage: Share of the payment amount covered by each donor (if multiple donors are involved)
Note: Each payment plan can include only one Fund Commitment (FC) or multiple FC line items, but each FC or line item can be used only once and cannot be reused once assigned. This new feature will not only allow for closer monitoring between Fund Commitments (FC) and Payment Plans to ensure easier reconciliation, but will also mitigate the risk of discrepancies between the FC amounts and the Payment Plans. Furthermore, it will enable the generation of reports detailing the number of beneficiaries covered by different donors, which can be utilized in Country Office (CO) dashboards. This integrative approach ensures transparency and accuracy in financial tracking, vital for maintaining donor trust and effective fund management.
Other Enhancements:
- The household view page has been updated to reflect UNKNOWN and OTHER gender values in the household composition details section.
- Added Payment Channel Validation rule to the targeting module that validates FSP and Delivery mechanism requirements for beneficiaries selected in the Target Population. This rule ensures that beneficiary data is compliant with FSPs data requirements for payments. This will allow early validation of the TP against payment requirements. Once the TP is built, the user is able to see individuals that failed requirements within TP results: “COLLECTORS FAILED PAYMENT CHANNEL VALIDATION” to make an informed decision on sending this TP for payment module.
- When using the ‘Import from Programme Population’ option, delivery mechanism values (for example phone numbers) from other Programme populations are also imported into the new programme.
- At data change grievances, a new field ‘Grievance Supporting Documents’ is added to allow GRM officers to upload documents to support the grievance. Note that this section allows upload of documents related to grievance redressal and not beneficiary-related documents.
Issues fixed
- Resolved missing payment verification summary error that appeared when creating payment verification plans.
- Resolved incorrect display of "Finished" status in new payment verifications.
Grievance Module:
a) Fixed text overflows in document upload button and biodata dropdown.
b) Fixed the issue related to updating locations for Social Worker Programmes, users can now select field ‘Social Worker resides in which Area?’ to select from list and update.
New features and enhancements
- Payment records cancelled by FSP are now automatically updated to failed status for inclusion in follow-up payment plans, eliminating the need for manual updates of payment records (mark as failed).
- In the Global Dashboard, resolved overlapping labels in the countries chart and removed FSP and Programme charts.
Issues fixed
- Fixed the issue where an error appeared when updating estimated date of birth via individual data change grievance tickets.
- Fixed the issue where the national ID could not be updated (national ID missing from bio data dropdown and documents section) via individual data change grievance tickets.
- Fixed the issue where the payment channel details could not be updated for social workers (missing payment channels section) via individual data change grievance tickets.
New features and enhancements
Biometric Face Recognition for HOPE
HOPE is now integrated with Biometric Face Recognition to enhance beneficiary deduplication, ensuring assistance reaches the right individuals while preventing fraud. Given the magnitude of this feature please refer to the biometric deduplication feature annex for more information. For implementation guidance or support inquiries contact your HOPE Country Office focal point.
Note:
a) Inform your focal point to enable face images deduplication for programme.
b) Run deduplication engine to RDIs imported (Before they are merged).
c) Observe Biometrics deduplication results within RDI details.
d) Visualize created tickets under ‘System generated’ grievances with grievance type ‘Biometrics Similarity’.
Payment Module enhancements
a. Payment plans with FSPs configured to interact with the payment gateway have the following changes:
i. The UPLOAD RECONCILIATION INFO button has been removed as reconciliation info is reflected automatically.
ii. The EXPORT button is available only when the payment records status has changed to 'Transferred to FSP' and Authentication codes are added to each transaction. Users can now download the authentication codes (known as MTCNs) directly from HOPE in a configured template, and the extracted file will be protected.
b. The filter in the payment module now excludes payment plans in draft status
- Registration Data Import enhancement In the Registration Data Import module, users can now specify households to be imported from another programme by using household IDs.
Beneficiary Groups
A new field Beneficiary Group has been introduced in the programme set up page to accomodate more Beneficiary Groups (i.e schools, hospitals etc) other than households. It also enables modifications of the user interface labels to show schools, and members within (i.e school staff).

Targeting Module Enhancements
- Introduction of 'Collector Rule Group'
A new rule group named 'Collector Rule Group' is now available in the targeting dialog. This rule group focuses on delivery mechanism specific fields, example: Mobile Money (wallet) service provider code.
User can filter individuals based on whether these details are registered, using Yes/No options. This enhancement allows verification of whether a collector has provided data for this specific field.
- Enhanced Target Population Creation
User can now create Target Populations using both filters and IDs concurrently. IDs list functions as a filter within each rule group, enabling more refined targeting.
Example: Create a Target Population with conditions such as: HH IDs within IDs list: [HH-22-0001.1335, HH-22-0001.1336, HH-22-0001.1337] AND Displacement reason = ‘Flooding’ OR Residence Status = ‘IDP’
Issues fixed
- Resolved the issue where not all households were enrolled in a programme when using the ‘Import Programme Population’ option.
- Fixed the issue causing an 'Unexpected Error' message to appear when searching for a grievance using the grievance code.
- Addressed the issue in the ‘Look Up Payment Records’ functionality within the Grievance Complaint – Payment-Related dialog. It now correctly retrieves only payment records associated with the programme that the grievance is being registered to.

New features and enhancements
- In the Programme Population module, the registration date that is displayed when you enroll households from an existing Programme now displays the actual date of enrollment into the new programme. Previously it displayed the registration date of the original household.
- On the Individual details page, a new section Individual Delivery Mechanisms has been added. This section displays details on the delivery mechanism (name and associated value) by delivery mechanism type and is displayed when the individual has at least one payment record.
The email notifications feature for payment approvals has been optimized with the following changes,
a) Users receiving notifications are included in one single email when multiple users within the same programme have the same role.
b) The requester of the action is copied only once in the email.
c) The addressee on the email notification template has been changed from, the requester's full name, to the requester's role (i.e Dear Payment Approver).
People Programme enhancements
- In the Grievance module, the household/individual look up step (seen when creating new grievance tickets) has been updated to individuals look up for People programmes and only displays Individual details.
In the Grievance module, the following issue types under the data change category have been disabled for grievances related to People Programmes,
a) add individual.
b) household data update.
c) withdraw household.
- In the Grievance module, the grievance ticket details page has been adjusted to display individual details only. Household related fields have been removed.
- In the Grievance module, the Identity Verification and Description step (seen when creating new grievance tickets) has been updated to display individual details (changed from Household Questionnaire to Individual Questionnaire).
- In the Grievance module, the column Household ID has been changed to Target ID in the Grievance Tickets List panel and displays the Individual ID for People Programme grievance tickets.
Issues fixed
- Fixed the issue where the Export button was missing for periodic data update templates that were set to 'To Export' state.
- Fixed the issue where the payment amounts and currency displayed were not matching in Payment Plan and Programme Cycle pages.
New features and enhancements
A new section Supporting Documents has been added to the payment plan section s in the Payment Plan module, it allows users to upload supporting documents related to the payment plan. Note that:
a) Files must be uploaded individually when preparing the payment plan, no supporting documents can be added after the payment plan is sent to the approval chain.
b) Each payment plan can contain a maximum of 10 supporting documents.
c) Each file size must be less than 10mb.
d) The supported file types are XLSX, PDF and images (jpg, jpeg, png).
e) New permissions have been added, to enable users: upload, download or delete documents.
- A new field ‘FX RATE APPLIED’ has been added to the Payment Plan details panel in the Payment Module. This field displays the forex exchange rate (retrieved from UNICEF Enterprise Resource Planning Software ERP VISION) that was used during payment plan creation. Additionally, the FX Rate Applied will be included and downloaded in 'Payment plan summary' file.
- In the registration data import module, when you select import from KOBO, the pull pictures check box is now automatically checked to prevent users from importing data without pictures.
- In the Grievance module, the label in payment panel that appears when submitting payment related grievance complaints has been changed from Verification Status to Payment Record Status.
- The label Total Number of Individuals has been changed to Total Number of Registered Individuals in the Import details of the registration data import module.
Under Programme Management module, the Edit Programme button now has two options,
a) Edit Programme Details: allows user to modify programme details.
b) Edit Programme Partners: allows user to modify programme partner details.
- Added validation for overlapping programme cycle dates. When you create a cycle with overlapping dates an alert appears 'Start date must be after the latest cycle end date'.
- In the Programme Management Module finished programmes now don't have the ADD NEW PROGRAMME CYCLE button in Programme cycles list.

New features and enhancements
A new feature Programme Cycles has been introduced in this released, it allows users to define a subperiod (specific timespan within the programme duration) to facilitate the setup of cyclic payments to take place within one programme. It allows beneficiaries to be paid more than once within the programme through different cycles. The cycle concept allows users to group payments under one conceptual group as a result it prevents duplicate payments to the same payee. A programme must have at least one programme cycle that is created by default upon programme activation (Default Programme Cycle). This feature includes the following changes:
a) Programme Management: a new panel PROGRAMME CYCLES has been added, users can now view programme cycles lists, add more cycles or editing existing cycles.
b) In the Targeting Module: target populations can now be linked to a specific programme cycle. During target population creation, the user must select a programme cycle from the list.
c) In the Payment Module: payment plans will be defined within programme cycles. The payment planner must select a cycle first, then add payment plans within.
- The Programme Time Series Fields have been added to the filtering criteria in the Targeting Module. Users can now create targeting rules for individuals based on the Programme Data Update fields (round, specified values and ranges) collected
- The End Date in the Programme Details panel is no longer a mandatory field when creating new programmes.
- Payment records with new statuses added (Sent to payment gateway and Sent to FSP) show under 'Pending' records at Payment Plan Reconciliation summary.
- In the Grievance module, users with grievance approver role can now mark individuals as unique when resolving a needs adjudication grievance.
- Users can now add additional rounds in the Programme Data Update (PDU) fields in cases where the duration of a Programme with predefined PDU fields has been extended past the initial programme expiry date.

New features and enhancements
A new feature Programme Time Series Fields has been introduced in this release to offer the possibility of uploading data points that are periodically updated during the programme duration; for example the monthly attendance of a Front Line Workers or the MUAC measures of a child which can be collected multiple times during programme duration. This feature includes the following changes,
a) In the Programme Management Module: a new configuration, Programme Time Series Fields in Programme set up allows users to specify fields that can accept multiple entries and define the duration of the periodic updates.
b) In the Registration Data Import Module: users can, download the registration data import template (excel) inclusive of the Programme Time Series Fields, fill in the template (first round) and upload back to HOPE.
c) In the Programme Population Module: users can create periodic data update templates (subsequent rounds) from Programme populations (individuals), in the individuals page view, users can filter and select individuals that require updates, select fields to be updated, and download periodic data update templates and upload back to HOPE.
Updates on Programme Time Series Fields can be viewed on the Periodic Data Updates tab in the Household members view.
Issues fixed
- Fixed the 'returned more than one Area' error the appeared when importing households in the registration data import module.
- Fixed the 'specified image' error that appears when importing households without pictures in the registration data import module.
New features and enhancements
- In the Grievance Module, the button to create a NEW TICKET has been moved from the grievance’s tickets list panel to the top right corner of the Grievance Module page for easier visibility.
- The mobile money delivery mechanism is now configured to enable mobile wallets payment to be sent from HOPE to the payment gateway, with the inclusion of the new 'Service Provider Code' flex field to be collected for individuals with mobile wallets. Payment payloads will be constructed at payment gateway and sent to Western Union.
Issues fixed
- Fixed the issue where it was possible to create a target population list using household ids that don't exist in the Programme.
- Fixed the issue where imported households from Aurora were not appearing in the Programme population.
New features and enhancements
The Country Report Module has been introduced in this release. This module is the part of HOPE ecosystem dedicated to build granular and advanced reports from beneficiary data stored on HOPE databases. The Country Report module allows users to:
• Download reports in different formats, html, csv, pdf, json or xlsx.
• Schedule reports to be updated on a daily/monthly basis.
• Update existing reports with new data.
• Manage user access to reports.
• Produce cards for beneficiaries based on data available in HOPE.

- The Payment Gateway component has been introduced to the HOPE ecosystem. This component manages FSP (Financial Service Provider) configurations and facilitates the automated exchange, including through Application Programming Interface (API) of payment instructions between HOPE and FSPs. The Payment Gateway component is a software component invisible to the end user that contributes to improve the security of the system by automating payment instruction exchange and reconciliation with FSP. At present only Western Union (WU) has been integrated to HOPE via Payment Gateway, only country offices using WU global agreement will harness this automated feature. The HOPE team is starting to engage with MoneyGram to integrate another global FSP via API. Country offices interested in integrating their FSP to HOPE via payment gateway can submit a user support request via the usual Service Gateway channel. Integrating a FSP is an investment with multiple stakeholder (UNICEF HOPE team, Country Office, FSP), such investment should be assessed for its cost effectiveness through a set of criteria such as volume of transaction and duration of the programme.
Added new payment statuses in HOPE to facilitate update of payment records for payments sent through Payment Gateway. The statuses are,
a) Sent for Payment Gateway: To indicate to user that payment record is sent successfully from HOPE to Payment Gateway.
b) Sent to FSP: Transaction sent from Payment Gateway to FSP.
c) Unsuccessful: To indicate that payment failed at processing
d) Manually cancelled: Transaction is manually cancelled.
Issues fixed
- Fixed the issue where needs adjudication tickets are generated when the same ID number is used across different document types for the same individual.
- In the payment module, fixed the issue where upload of payment reconciliation files displayed an 'XLSX import error'.
New features and enhancements
- In the Registration Data Import module, a validation for Data Collection types has been added to ensure that, when importing data from one programme to another, only programmes with compatible data collection types can be imported into pre-existing programmes.
- Added validation for missing values when creating new targeting lists. An alert 'You need to fill out missing values.' appears when selected targeting fields are empty.

- The country dashboard for People Programmes has been updated to reflect people information.
- The popup message that appears when you attempt to create a duplicate target population has been updated to display 'Target population with name: [Programme Name] already exists'.

- In Program Population module the ‘Vulnerabilities’ section in the Households and Individual pages has been renamed to 'Additional Registration Information'. This section displays details on non-core HOPE fields collected during registration.
- A new section, 'Released Payment Plans' has been added in the Managerial Console. This section displays released payment plans, its columns can be sorted and grouped by Payment Plan ID, Programme Name, Released on and Released by fields. Additionally, there is a search box that allows the search of any value within the section.
- A new column, 'Village' has been added to Entitlement Formula excel template.
- Additional administrative area fields (admin 1 and admin 3) have been added to SPLIT payment list function in the Payment Module.

- The programme dropdown list at the top of the home page now has a search field and displays labels for Programme status. Finished programmes are excluded from the list but can still be searched from Programme Management screen.
The search functionality in Households, Individuals and Grievances page has been split into,
a) a search box with an open text area where users can input and search for non-document fields e.g. Ticket ID, Household ID, Full name, Phone number, Registration ID. b) a document number search box where users can search documents after selecting the document type from a dropdown list.
In the targeting module, the CREATE NEW button now gives users two options,
a) Use Filters: allows the use of household or individual filters to create targeting lists. b) Use IDs: allows the use of household IDs or Individual IDs to create targeting lists. Note: When you create Programmes for People (individuals) only Individual IDs can be used for filtering.
- Added the validation of phone numbers for households imported through an API.
A new Delivery mechanism ‘Transfer to Digital Wallet’ has been added to accommodate the changes required to enable payments to crypto wallets, changes include,
a) new wallets-related fields are available at Registration template. b) new fields are added within individual details screen to reflect wallet-details. c) FSP templates are modified to include wallet details.

- Added the ability to import voice recordings from KOBO to HOPE. This feature is intended to enable voice recognition feature as a biometric trait to be offered in the future for needs adjudication and possibly authentications purposes.
In the Programme Population Module the following adjustments have been made on the population views,
a) If the data collection type selected during Programme set up is not any of the FRONTLINE WORKER types, then the following menus are displayed: HOUSEHOLDS and MEMBERS (previously this was Households and Individuals). b) If the data collection type selected during Programme set up is any of the FRONTLINE WORKER types then the following menus are displayed: PEOPLE.
In the households page under Population Module, two new panels have been added to segregate household relationships and payment collection roles,
a) Collectors: this panel displays collector's role, name, and relationship to household. b) Members: this panel displays details of the individuals (Individual ID, Individuals name, status, relationship to Head of Household, Date of Birth and Gender) in the household.
- In the Partner setup page a summary of the number of admin areas assigned to a Partner is now displayed.
- A new module ‘Managerial Console’ has been added in the HOPE menu, this module is accessible when All Programmes is selected from the Programme drop down and displays all payment plans at different stages of approval. This feature allows users with respective roles to perform bulk actions. For example, a user with payment approver role can approve one or more payment plans from different Programmes at one go by selecting payment plans that need approval and approving them. The added advantage for manager is that they can rapidly see any pending action to enable payments without having to check each different programme.
The HOPE Main Menu has been updated to reflect the following,
a) If Programme is not selected (Programme drop down shows All Programmes): Country Dashboard, Programs, Managerial Console (New), Grievance, Reporting, Activity Log.

New features and enhancements
- The Payment Module now displays notifications for payment plans with FSP integrations that are marked as released, this notification informs the user that the payment plan will be sent to the FSP through an API.
- Target Population name column has been added to the payment plans table in the Payment module page.
- Email notifications for Payment Planner, Payment Approver, Payment Authorizer and Payment Releaser roles have been introduced. When this feature is activated, users with these roles will receive an email with details of the payment plan, user who performed the preceding action and the action required.
- A new RDI template (excel template) for importing individuals has been introduced. This template excludes household information and facilitates the import of social workers data collection type to HOPE. This data collection type is configured when setting up the Programme.
- SPLIT button that allows splitting of payment plans by administrative area, collector (the individual who collects the assistance on behalf of the household) and number of records has been introduced on the payment module page. You can only split payment plans that are in ‘accepted’ and ‘finished’ status. Users can now export a file containing one or more lists, depending on the applied criteria.

New features and enhancements
- The Global Programme Filter has been introduced in this release. This feature segregates beneficiary data per Programme each of it being assigned a specific data collection type (a parameter that defines the structure of beneficiary data used in the Programme, definitions can be found in the hyperlink). The aim of Global Programme filter is to facilitate the current practice of Country Offices of implementing multiple programmes at the same time, optimize the payment of individuals for frontline workers incentive and provide a structure to segregate access to data by programme and administrative level.
- Setting up the Programme through the Programme management module is now the first step before importing beneficiary data.
- The Programme set up process includes a step to assign Partners to the Programme. This step is optional and should only be used by country offices willing to “segregate” the view of partners or UNICEF sections to PII of a given programme (commonly referred to as Ringfencing). In this area Partner access can be restricted further by administrative areas. In case no ringfencing is required Partners would be assigned access to the whole business area. The roles with view rights to Population and Grievances are subject to ringfencing when activated. Note: you can assign multiple Partners to one Programme with different levels of administrative area access. HOPE users must be assigned to a partner.
- By default, the Country Dashboard, Programme Management, Grievance, Reporting and Activity log modules are accessible before setting up the Programme.
- A new module Programme details has been added, this module displays the summary of the Programme and its settings and allows the modification of the Programme.
- The Registration Data Import, Programme Population, Programme Details, Targeting, Payment, Payment Verification and Programme modules are available only when the Global Program Filter is applied. Actions performed in these modules take place in the selected programme only. By defaults, deduplication takes place only within the selected programme. Should CO wish to deduplicate across programme this option must be requested for activation since it may cause an increased amount of needs adjudication tickets.
- Beneficiary data is now imported directly into the Programme and the Population module has been renamed to Programme Population. Beneficiaries imported under any specific programme will only be available under this specific programme and can’t be viewed from other programmes.
- Grievances for the entire business area are displayed at global level whereas once the Global Programme filter is selected you will only view tickets associated to the selected Programme.

New features and enhancements
More information has been added to the payment record view in the payment module. When you open a payment within the Payee List you can now view the newly added sections and fields:,
a) In the payment details section: entitlement quantity, delivered quantity, currency, delivery date, related payment ID
b) In the household section: collectors name and , alternate phone number
c) In the entitlement details section: delivery mechanism, and further corresponding details based on the delivery mechanism; I.e., bank name and , account number, card number.
d) A new section 'reconciliation details' has been added and contains collectors name, document type, document number and bank account number.
Issues fixed
- Searching system generated grievance tickets using household IDs does notnow works.
- Fixed the issue where new payment plans were getting stuck in the preparation stage.
- Fixed the issue where the 'created by' filter in the Accountability module (both Surveys and Communication) displayed email addresses of users instead of full names of the users.
- Fixed the issue where searching for some individual IDs does not yield any results in the individuals page and when creating a data update grievance ticket.
- Fixed the issue where changing individuals roles (from 'alternate collector' to 'none') via grievance tickets does not work.

New features and enhancements
- Introduced the ability to import beneficiary data directly to a Programme in the registration data import module. Now when you import beneficiary data, a Programme dropdown list is available for selection with a list of all Programmes in the business area. This feature allows users to keep control on data collection types imported into programmes for example beneficiary data with Head of Household only; Head of Household and all individuals information or Frontline workers. The feature if the basis for the upcoming HOPE upgrade to filter each functionality by programme and ringfence visibility of data and data processing by programme.
Issues fixed
- Fixed ‘unexpected problem’ error that appears when importing households from KOBO in the registration data import module when there are no households to import.
- Fixed date picker issue in the payment module where date values were retained even after being set and then deleted.
- Fixed typos in the email message sent to users when generating reports from HOPE.

- The sort by search filter in the household view page under Population module has been updated to include Registration Date ascending and Registration Date descending search criteria. Users can now sort search results by registration dates.
- Preferred language has added as one of the fields that can updated via grievance ticket for individual data change updates.
- The modality label in the payment verification page which shows a list of available delivery mechanisms has been renamed to delivery mechanism.
- Grievance permissions have been renamed to reflect the correct sub-module.
- Users are now redirected to page 404 when an object does not exist instead of a blank page.
Issues fixed
- Fixed the issue where error 404 would appear when creating a new survey.
- Fixed the issue where search filters in communication module were not displaying the correct results. Previously the 'creation date' was displaying results out of the selected range.
- Fixed the issue where feedback tickets were being displayed in the wrong business area. The correct feedback tickets are now displayed per business area in the feedback module.
- The graphs displayed on the grievance dashboard have been fixed to display the actual number of grievance tickets (both user and system generated tickets).
- Fixed the issue where the 'created by' search filter in Survey module was not displaying the correct results. Previously the 'created by' filter was displaying results out of the range selected.
- Fixed the error (unexpected error) that occurred when selecting an RDI in the recipient look up step of creating a communication message.
- In the accountability module the permissions denied error is now displayed when you start to create the survey if you don't have the required permissions. Previously the message was displayed in the last step of the survey.
- Fixed the issue where you could not search individuals in the population module using individual details that were updated via a grievance ticket. Previously searching individuals using a phone number that was updated via a grievance ticket did not yield any results.
- Fixed the issue where an error occurs when creating a new survey in the accountability module after you select random sampling as the sample size.
- The number of selected recipients has been fixed to display the correct number of recipients at the last step of creating a survey.
- Fixed the issue where a user with the accountability manager role could not create a new message in the Accountability module.
- Fixed the issue where the 'number of households' column displayed on results after selecting RDI when you creating a new message is zero. The correct number of households in the RDI is now displayed.
- Fixed the issue where the title of a new survey changes when a survey with no recipients is created.
New features and enhancements
- The 'sort by filter' in the households page has been updated to include sorting by registration date (ascending and descending).
You can now use bank account numbers to search for households, individuals and grievance tickets. Additionally, you can also use bank account numbers to,
a) look up households and individuals when creating new grievance tickets in the Grievance Module. b) look up households when creating a new communication message in the Accountability Module.
A new feature the Accountability Module has been introduced in HOPE. It enhances the already existing connection between HOPE and RapidPro and facilitates communication directly with beneficiaries from HOPE. Key features in this module include,
a) Communication: This feature allows users to generate a list of SMS recipients for a one-off broadcast. The list of recipients can be generated per household, target population or registration data import groups, the list of SMS recipients that is generated in HOPE is automatically pushed to RapidPRO for dissemination.
b) Survey: This feature allows users to generate a list of SMS recipients to take part in a mobile survey. The SMS can either be one-off or interactive and is disseminated via RapidPRO.
The following roles are required to utilize this module,
Accountability Viewer: This role allows users to view the list of created surveys and communication messages.
Accountability Manager: This role allows users to create and review, surveys and communication messages.

- Phone number and Tax ID filters have been added back in the individuals search filter upon request from Country Office. These search fields were excluded in HOPE release v2023.8.5 which addressed regular performance issues related to search.
Issues fixed
- Fixed the issue where search for households and individuals in the population module using phone numbers and tax IDs does not display any result. This was happening for individuals that had phone numbers or tax IDs updated through grievance tickets.
- Fixed the issue where national ID details were missing in the payment list report (xlsx download) produced after authorizing payment plans. Note that the phone number field needs to be added in FSP report template.
- The issue type filter in the grievance module that was excluded in HOPE release v2023.8.5 has been added back. To view this filter, you must select a category in the category filter.
New features and enhancements
- Release notes have been adjusted to display in descending order. The latest release notes are now displayed at the top of the page.
- Date filters adjusted to pick UTC time zone. Results displayed will now be based on UTC time zone.
- When withdrawing duplicate households via a data change grievance ticket, a pop-up window now appears when you enter the ID of the household being withdrawn in the 'the duplicate of' field in the approval step. This feature prevents erroneous withdrawal of households.
- The search filter in the individual page has been updated to allow use of Individual ID, Household ID, Full Name, National ID and Passport Number.
- A new filter 'age at registration' has been added to the target population module. This filter is available for selection in the 'individual rules group'.
Issues fixed
- Fixed the issue where use of 'import date' and 'household size' search filters does not display any result in the Registration Data Import page.
- Fixed the issue where unique households are displayed as having duplicates in the household details page but don’t have corresponding adjudication tickets.
- The status of unsuccessful payment records in the payee list of payment plans has been fixed to display the same status in the payment record details page. Previously unsuccessful payments in the payee list were displaying 'transaction erroneous' status in payment record details page.
New features and enhancements
- Added document types in the grievance module search filter for both user-generated and system-generated tickets. Users can now filter grievance tickets using document details.
- You can now search for more grievance tickets at one go by keying in more grievance ticket IDs separated by commas in the grievance tickets search box. For example, when a user searches the following ticket IDs 'GRV-0000612, GRV-0000609, GRV-0000605', the search results will display details of the 3 grievance tickets.
- Increased the number of rows that can be displayed in the grievance tickets page from 10 - 20 to 10 - 40.

- Resolved the display of negative number of days for ticket average resolution time in the grievance dashboard.
- Fixed the issue where grievance tickets that have 'not set' priority or urgency could not be saved.
- Fixed the display of payment verification plan search filters. The search filters in active and finished payment verification plans are now properly aligned. The clear and apply buttons are also displayed.
- Fixed the display of positive feedback issue type in the description step of creating a new feedback ticket. Previously the issue type for positive feedback tickets was displayed as negative feedback.

- Descriptions for grievance categories and issue types have been added in the category selection step of creating new grievances.
Issues fixed
- Fixed the issue where saving 'sensitive grievance' or 'grievance complaint' category of grievance tickets would result in a blank page.
- Fixed the issue where alternate phone numbers added via a grievance ticket displayed an 'invalid phone number' message. Correct phone numbers are now displayed.
- Removed the UNHCR Case ID field in the identity verification step (household questionnaire) when creating a new grievance ticket.
- Fixed the issue where a 'permission denied' message appeared in the payment plan page. The create follow-up payment plan button is now inactive for users without the required permissions.
- Positive feedback and negative feedback categories of grievance tickets have been moved from the grievance’s module to the feedback module.
- Fixed the issue where the 'assigned' status filter in the grievances details page was not displaying the correct results. When selected the assigned status filter now displays yields the expected result (assigned tickets).
- Fixed the issue where searching for individuals using document details did not display results. Using document details in the individual details view page now yields results.
- Fixed the issue where updating email addresses via individual data update grievance tickets displayed errors when saving the ticket.
- In the payment verification page, the margin of error for random sampling cannot be set to 0.
- In the targeting module, now you can only use successfully merged RDIs for targeting. RDI's in 'deduplication failed', 'merge error', 'import error', 'refused import' statuses cannot be used for targeting.
- Fixed the issue where the date filter ('creation date' and 'to' fields) did not work in the feedback module. Selecting dates in the date filter now yields search results in the feedback page.
New features and enhancements
- In the grievance module the list of assignees is now arranged and displayed in an alphabetical order.
- The payment list report (excel download) now shows both the name of the administrative area and the P-code. These fields need to be configured in the FSP template to appear in the payment list report.
- In the payment module, a ‘Download Payment Plan Summary’ button has been added. This feature generates a letter of authorization in pdf format that contains a summary of the payment details and associated approvals. It is generated after the payment plan is released in form of a pdf that is available for download via link sent to your email.
- In the RDI module, an input text box has been added which appears when you click on the ‘Refuse Import’ button to provide reasons for rejecting an RDI import that is in review status.
Issues fixed
- Fixed the issue where clicking on the object details in the activity log would redirect users to the country dashboard. The correct object details are now displayed.
- Fixed the issue where the display of linked grievance tickets was truncated in the household details page. In cases where there are 3 or more linked grievances, a 'see more' link in now available.
- Fixed the issue where saving partner complaint grievance tickets resulted in errors.
- Fixed the 'sort by' filter in the household/individual look up step to display results after selection when creating grievance tickets for individual data change.
- Fixed the issue where closing individual data change grievance tickets resulted in errors.
- Fixed the issue where household data change grievance tickets for lower-level administrative areas did not reflect in higher-level administrative areas. When a new lower-level administrative area is selected it now displays the correct higher-level administrative area.

- Alternate collector details have been added to the FSP template and can be configured to be included in the payment list report.
- An option to search withdrawn households has been added in the status filter on the view households’ page.
- Added a filter that excludes households with an active need’s adjudication ticket in the target population creation page.
- An 'apply' button has been added on search filters in all pages to minimize extra queries and system load. Page search filter results will appear only after clicking the 'apply' button. Previously page results appeared automatically after selecting any filter on the page.
- Added feature to exclude households in the follow up payment plan. Note that beneficiaries excluded from one follow-up payment plan can be part of another follow-up payment plan.
- Excluded households can now be reverted back to the payment list successfully by removing the household from the excluded household list.
- The number of unsuccessful payments should be the number of payments to be included in the new follow-up payment plan. Withdrawn households are not included in the follow up payment plan.

The grievance module now has three menu items,

Note: feedback tickets have been excluded from grievance tickets and now are available under the feedback link.
- Grievance tickets are categorized as either ‘user-generated’ and ‘system-generated’ tickets.
Added the ability to assign level of priority and urgency to grievance tickets.
Note: Urgency and Priority rules for system generated grievance tickets can only be applied by users. By default, the priority and urgency of all system generated grievance tickets are 'not set'.
- Added the ability to search grievance tickets by 'ticket ID', 'household ID' or 'last name'.
Added the ability to upload supporting documents (jpg, png, tiff, pdf, docx) when creating a grievance ticket. The documents can also be added when editing a grievance ticket.
Note: the maximum size of a single file is 3mb and the total size of all files that can be attached is 25 MB.
- You can now view system generated grievance tickets from the 'view tickets' link in the RDI import details page.
- An identity verification step has been added when creating grievances. Grievance collectors now have the ability to verify the caller’s identity before proceeding with the creation of a grievance ticket (this is optional).
- Users are not able to change the category of a ticket from “data change” when they “create a related data change” ticket.
- Identity verification is available when creating a grievance ticket where household or individuals are not selected.

- In the grievance module, you now have the ability to bulk assign new tickets. This permission is included in a new role, should you be interested in this feature please reach out to your HOPE focal point.
- In the grievance module, you now have the ability to sort grievance ticket by assignee.
- Added received consent checkbox has been moved to the identity verification step when creating new grievance tickets.

- Resolved issue where grievance tickets with individuals who have been marked as duplicate could not be closed.
- Fixed the appearance of payment plan details in the payment verification details page, the payment details are no longer truncated.
- Fixed the appearance of blank spaces when you access the grievance and feedback module.
- Resolved the issue where creating a target population with "Has the Tax ID number?" filter resulted in a failed status.

New features and enhancements
- ‘Token Number’ and ‘Payment order’ fields have been added to the FSP xlsx configuration template, a) Token number: when selected, the payment list report will have a column that contains 7 random numbers b) Order number: when selected, the payment list report will have a column that contains 9 random numbers The two fields will be used as a unique pair for payments to beneficiaries in contexts where FSP have limited capacity to provide digital individual reconciliation.
- Added a new household relationship status 'FREE_UNION' for unions that are not recognized by an official document.
- A new column 'reason for unsuccessful payment' has been added in the payment list report where you can update the reason for an unsuccessful payment.
- Added 'preferred language' of beneficiary as a field that can be included in the FSP xlsx template configuration.
- Payment verification files can now be uploaded based on column header names and not column order.
- Added a household status filter (active/inactive) in households page and a individuals status filter in the individuals page under the populations tab.
Payment module:
- Follow-up payment plan page has been added under the payment module. In cases where there are unsuccessful payment records ("unsuccessful" or "not delivered" transactions) in a payment plan, this feature automatically picks up the unsuccessful transactions from a previous payment plan and includes them in the new payment plan. It also includes a household exclusion box to input households that should be excluded when creating the follow-up payment plan.
- A background action status bar has been added in the payment module to show progress of xlsx import tasks.
- The payment module page can now display more payment plans. You have the option to display 10, 25, 50 payment plans per page.
- Added an 'exclusion reason' field in the follow up payment page where users can put reasons for excluding households.
- Follow-up payment plans are now visible in the payment plans page in the payment module.
Issues fixed
- Fixed an issue in the grievance and feedback module where adding a document for an individual, for a data change ticket produced a blank page.
- Fixed the message displayed on the 'finish verification plan' pop up, when all beneficiaries are covered the 'closing this verification will generate 1 grievance ticket' appeared.
- Payment records from deleted payment plans are not displayed in the household details page (under the population tab). Previously you could see details of deleted payment records.

- Added ‘zip code’ field in household details.
- In the payment module, the currency field is now a compulsory field when creating a new payment plan.
- Set up of steficon rules now requires values in both from and to fields when setting up thresholds.

Issues fixed
- Fixed the issue where it was possible to create payment plans outside the Programme start and end dates. Payment plans are now restricted to the Programme start and end date.
- Fixed the issue where payment records marked as 'distribution successful' (highlighted in red) cannot be updated to 'force fail' status.
- Fixed the issue where the program filter for ‘number of households’ was not working.
- Changed reconciliation label from "FAILED" to "UNSUCCESSFUL" in the payment plan.

- New Program not displayed in Target Population drop down: fixed the issue where a newly activated program is now visible in the target population dropdown in the Target Population page.
- Display of proper target population details: when you edit a Target Population and navigate to the previous page you can see the proper details of the previous page.
Other upgrades in the HOPE ecosystem
The KOBO toolkit has been upgraded from version 2.021.47 to 2.022.24a. The upgrade has user interface improvements on the project views and fixes data upload issues to KOBO server. Currently the development team is working on fixes for uploading/sharing new forms, data download and uploading media files.
