What is HOPE?

The Humanitarian Cash Operations and Programme Ecosystem (HOPE) is UNICEF’s bespoke management information system for managing cash transfer programmes. It is an integrated solution which provides the necessary tools to manage high amounts of data during the implementation of Humanitarian Cash transfers in compliance with UNICEF Data Protection Policy and Information Security Standard.

Who can use HOPE?

Is HOPE a digital public good?

Currently HOPE software has been published on open-source digital libraries, this is a step closer to making HOPE a digital public good for the benefit of the humanitarian community, globally.

How much assistance has been delivered through HOPE?

Over half a billion US dollars was channeled through HOPE between 2021 and 2023 to recipients affected by humanitarian crisis

I am concerned about protection of personal identifiable information (PII). How does HOPE protect beneficiary data?

The implementation of Humanitarian Cash Transfers requires UNICEF to store and process large amounts of information, including personal identifiable information of beneficiaries and prospective beneficiaries. Protecting this information is a fundamental part of UNICEF’s duty of care to populations affected by humanitarian crises. HOPE was developed following UNICEF’s state of the art Data Protection Policy and Policy on Information Security. Fair and legitimate processing of data belonging to affected populations has been a guiding principle when developing solutions and procedures to ensure that informed consent is properly acquired from data subjects and that those data subjects’ rights are accounted for in every aspect of the system. Proportionality of data to be processed, legitimate and fair processing, accuracy, retention and transparency have permeated system requirements and are the starting points of all HOPE processes.

How do I access the HOPE MIS platform?
