This Brief assesses the extent to which the 2022/23 National Budget addresses the education financing needs for children in
Namibia. It provides an analysis of the size and composition of the education budget, a summary of and recommendations on critical financing issues related to adequacy, allocative efficiency, effectiveness and equity of the current and past education spending. The Brief, therefore, focuses on the budget for the Ministry of Education Arts and Culture (MoEAC), which is mandated to provide basic education in Namibia.
