Purpose of the assignment

The Caribbean is susceptible to several hazards including climate related shocks with negative impacts on several sectors, including the water, sanitation and hygiene (WASH) sector. When WASH services are disrupted by hazards, children and their families are exposed to an increased risk of water and sanitation related illnesses, and increased economic pressures, as livelihoods are affected. The continuity of WASH services and restoration of disrupted services during emergencies is very crucial due to the importance of WASH services and its effects on other sectors.

Ensuring service continuity and prompt restoration of disrupted WASH services requires concerted efforts and actions from different stakeholders, as WASH mandates lie with various institutions. To ensure a harmonized, prompt and effective WASH response by stakeholders, there is a need for practical and simple WASH in emergencies standard operating procedures (SOPs) that guide their actions.

Through this assignment, UNICEF is seeking to engage a consultant to develop a set of contextualized WASH in emergencies standard operating procedures (SOPs) for Grenada (GRN). This is being done as part of a broader WASH sector capacity strengthening initiative with the support of the European Civil Protection and Humanitarian Aid Operations (ECHO).

Scope of work

The assignment is for the development of contextualized WASH in emergencies standard operating procedures (SOPs) for Grenada.

The consultant will therefore be required to undertake the following key tasks:

  • Literature review: An extensive desk review of relevant global, regional and national WASH sector and disaster management frameworks that facilitates the framing of the SOPs.

  • Stakeholder analysis and consultation: An analysis of national level stakeholders and engaging them to understand their mandates regarding WASH emergency preparedness and response to feed into SOPs development.

  • SOP development: Develop contextualized national WASH in emergency SOPs for Grenada (GRN). The SOPs are expected to cover preparedness actions as well as response and early recovery actions for key stakeholders, with an aim of contributing to system strengthening by ensuring continuity of WASH services; or the prompt restoration of WASH services when they are disrupted.

  • Stakeholder validation: Facilitate an in-person stakeholder validation workshop to present the developed SOPs and solicit input for its finalization.

  • SOPs finalization: Finalization of the SOPs using inputs received from stakeholders during validation workshop

  • Simplified flow chart and infographic production: Convert the SOPs into simple flow charts and infographics that can be printed as flip charts for ease of utilization

Work Assignments Overview 

  • Conduct a comprehensive review of available global, regional and national WASH and disaster management frameworks and engagements with relevant national and regional WASH and disaster management stakeholders.

Payment schedule

Payment will be made on submission and acceptance of deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Important notes

  • Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

  • The selected candidate is solely responsible for ensuring that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.

QUALIFICATIONS / EXPERIENCE / KNOWLEDGE / SKILLS / LANGUAGE REQUIRED FOR THE ASSIGNMENT

Minimum requirements:

Education:

Advanced university degree in environmental studies, civil engineering, natural and water resources management, disaster management or related fields of study

Work Experience:

Minimum 5 years of progressively responsible experience in water, sanitation and hygiene projects planning, implementation and monitoring

Proven experience with WASH emergency preparedness and response planning and implementation

Proven experience in the development of WASH or disaster management plans, guidelines or similar frameworks

Demonstrated experience working in the WASH or disaster management sector in the Caribbean region

Knowledge/Expertise/Skills:

Strong communication, presentation and documentation skills

Language Requirements:

Fluency in English is required

Desirables:

In-depth knowledge of global and Caribbean regional WASH and disaster management context, and frameworks
