Consultant to Facilitate Simulation Exercise in Grenada

UNICEF Office for the Eastern Caribbean Area is seeking an experienced consultant to facilitate a multi-sectoral simulation exercise focused on Water, Sanitation and Hygiene (WASH) and Education emergency preparedness and response in Grenada.

Background

Grenada, Carriacou and Petite Martinique remain highly vulnerable to hurricanes, tropical storms, flooding, storm surge and landslides. Hurricane Beryl in July 2024 exposed significant vulnerabilities in water supply systems, sanitation infrastructure and education services, particularly in Carriacou and Petite Martinique.

Schools are frequently used as emergency shelters during disasters, placing additional pressure on WASH facilities and increasing the risk of disease outbreaks, disruption to learning and prolonged school closures.

To strengthen national preparedness, UNICEF and national partners will conduct a multi-sectoral simulation exercise to assess coordination mechanisms, identify operational gaps and strengthen emergency preparedness in the WASH and Education sectors.

Purpose of the Assignment

The consultant will facilitate the planning and implementation of a national simulation exercise designed to strengthen coordination, decision-making and operational readiness for hurricane emergencies.

Scope of Work

The consultant will:

• Review national preparedness, contingency, WASH and Education emergency response documents.
• Consult with UNICEF and national stakeholders.
• Finalize the simulation package, including facilitator guides, participant materials, injects and evaluation tools.
• Coordinate stakeholder engagement and workshop logistics.
• Facilitate a scenario-based simulation exercise.
• Design and facilitate an After-Action Review (AAR).
• Prepare a comprehensive Simulation Exercise Report with recommendations.

Qualifications

Education

• Bachelor's degree in Disaster Risk Management, Emergency Management, Public Health, Education, WASH, Social Sciences, International Development or a related field.

Experience

Applicants should have:

• Minimum four (4) years' professional experience in emergency preparedness, disaster risk management, humanitarian coordination, WASH, Education in Emergencies or related fields.
• Experience designing and facilitating simulation exercises or emergency preparedness drills.
• Experience facilitating multi-stakeholder workshops.
• Experience conducting After-Action Reviews and preparing analytical reports.
• Experience working with governments, UN agencies and development partners.
• Familiarity with Caribbean disaster management systems is considered an asset.

Payment Schedule

• 50% upon submission of the Simulation Package (15 September 2026).
• 50% upon submission and approval of the Final Simulation Exercise Report (1 October 2026).
