Highlights

The home-based ECCD program has proven highly relevant for Bhutan’s remote communities, empowering parents and supporting over 100 children while aligning with national goals for universal ECCD coverage by 2030. The evaluation found significant improvements in children’s cognitive, social, emotional, and motor skills, alongside stronger family bonds and community engagement. With UNICEF and MoESD's support , the program is cost-effective and expanding rapidly, yet its reliance on volunteer facilitators poses a major sustainability risk. To secure long-term success, the evaluation emphasizes the urgent need for dedicated, full-time, trained facilitators and stronger district-level collaboration.
