UNICEF in Armenia is reannouncing LRPS 2026-9206754 for the Development of Integrated Subjects.

The overall purpose of the assignment is to develop subject standards and curricula integrating 1) Armenian Language, Armenian Literature and Literature; 2) Social Studies and World History 3) Algebra and Geometry for the basic educational program of the third level of secondary education (grades 10-12). The curricula should comply with the requirements of the state and subject standards for general education and ensure an integrated approach.

Interested organizations, including registered private entrepreneurs and expert groups operating under such registration, are requested to express their interest to UNICEF in Armenia no later than 10 November, 18:00. Applicants are invited to submit proposals for one, several, or all three subject clusters listed in the Terms of Reference. A separate technical and financial proposal must be submitted for each subject cluster. Applicants covering multiple clusters must ensure that the proposed team composition meets the qualifications and staffing requirements specified for each cluster individually. The Technical and Financial proposal must be submitted to [email protected] e-mail address, by mentioning the LRFP tender number, company name submitting the proposal and the subject cluster in the subject line. The Technical Proposal and Financial Proposal must be sent for each subject cluster as separate attachments in the same e-mail and clearly indicated as such in the file name (e.g., Technical Proposal_LRFP Number Company Name_Subject Cluster Name (i.e. Mathematics) and Financial Proposal_ LRFP Number_Company Name_Subject Cluster Name). Proposals not sent in this manner will be disqualified. The Technical proposal should NOT include any budget line item, otherwise, those will be automatically invalidated.It should be noted that the Completion of the Declaration on page 3-5 is mandatory and in case of incomplete Declaration, your application will be not considered. If the Company and its Management have not been found guilty by a final judgment or a final administrative decision for any of the matters stated in the Declaration, the correct response is "Yes". The evaluation of proposals will be conducted separately for each subject cluster. Each cluster will be assessed as an independent component of the assignment, and technical and financial evaluations will be performed on a per-cluster basis. 

As a result, applicants may be awarded contracts for one or more subject clusters, depending on the outcome of the evaluation. Multiple institutions may be selected for different clusters, and a single institution may be awarded more than one cluster if its proposal is evaluated as the most responsive and advantageous for the respective cluster(s). 

It should be noted that UNICEF is an international organization with privileges and immunities recognized by the Government of Armenia. As such, it is exempt from VAT under the applicable provisions of the RA Tax Code. Vendors registered under the VAT system are expected to apply a 0% VAT rate when invoicing UNICEF.
