Support the development of the comprehensive programme of the child rights protection in Armenia
The overall purpose of this assignment is to support MoLSA and UNICEF in the development of the comprehensive programme on protection of child rights, including conceptual document with analysis of situation and theory of change, and annexes, including results framework, costed action plan and monitoring framework, in line with national and international commitments and requirements and in alignment with the sustainable development agenda. The programme shall be based on evidence and be developed in a participatory and consultative manner including key stakeholders and beneficiaries. The purpose of the assignment, methodology, major taks, main deliverables, qualifications required, evaluation process and methods, as well as application procedure are presented in the TOR, which is an integral part of this LRFP document.
Interested organizations are requested to submit their applications to UNICEF no later than 21 March 2024, 18:00. Offers received after the mentioned date and time will be invalidated. The Technical and Financial proposal must be submitted to procurementarmenia@unicef.org e-mail address only, by stating the LRFP tender number and company name submitting the proposal in the subject line. The Technical Proposal and Financial Proposal must be sent as separate attachments in the same e-mail and clearly indicated as such in (e.g., Technical Proposal_LRFP2024-9188852_Company Name and Financial Proposal_LRFP2024-9188852_Company Name). Proposals not sent in this manner will be invalidated.
The Technical proposal should NOT include any budget line-item, otherwise it will be automatically disqualified.
It should be noted that the completion of the Declaration Form on page 3-5 is mandatory. Applications with incomplete Declaration Forms will be disqualified.

Procurement of Furniture for Schools
Interested companies are requested to submit the completed and signed (scanned) Bid Form, along with the completed and signed Annex 2 and Annex 3 to the following e-mail: procurementarmenia@unicef.org, by mentioning LITB 2024-9188628 in the subject line of your e-mail. It should be noted that the completion of the Declaration on page 3-5 is mandatory. In case of incomplete Declaration, the application will be disqualified.
Prices in AMD 0 VAT should be presented in Annex 2 for each furniture item, as per detailed technical specifications mentioned in Annex 1. It should be noted, that the total quantities per furniture item is subject to change upon contract award. The Comparison of all bids will be done per item price mentioned. Details are here.
The Contracted company will be requested to organize the delivery as per schedule mentioned in Annex 3, by providing prices in AMD 0 VAT for each delivery destination.
The Supplier will be in charge for putting branded stickers, provided by UNICEF on each furniture item.
Bidders are invited for a public opening of received proposals on 27 March, 15:00 at UNICEF Armenia Conference Hall (14 Petros Adamyan Str.). It should be noted that the final decision will be made based on the production site visit and presentation of similar furniture items.
The deadline for submitting proposals to UNICEF is no later than 26 March, 18:00. Offers received after the mentioned date and time will be considered as invalid.
It should be noted that UNICEF is an international organization, with a status equal to a diplomatic representation, thus 0 rate of VAT must be applied, according to Section 5, Article 16 of the Law of Republic of Armenia on the Value of the Added Tax. UNICEF will not provide any supporting documents stating business operation with 0 VAT.
