Reports in support of devolution
Comprehensive Poverty Report, Women Empowerment Report, 47 County Poverty and Budget Reports
Highlights
As Kenya marks 10 years since the devolution of responsibility for many public services to county governments, a series of ‘County Poverty Profiles’ have been launched, which detail the needs of children and women in all 47 counties. At the same time, 47 ‘County Budget Briefs’ have been released, which examine how counties are currently spending their budgets.
- Comprehensive Poverty Report: utilizing data from the Kenya Integrated Household Budget Survey (KIHBS) 2015-16, covering national, rural, urban and county levels.
- 47 County Poverty Briefs: county level reports, accompanying the Comprehensive Poverty Report, based on the 2015/16 KIHBS.
- 47 County Budget Briefs: analysis of social sectors’ budgets for the period 2014/15-2017/18, focusing on child protection, education, health, nutrition, youth and women's services, water and sanitation.
- Women Empowerment Report: based on the 2014 Kenya Demographic and Health Survey, covering national, urban and rural levels.
The Poverty Profiles were produced by the Kenya Bureau of National Statistics (KNBS), UNICEF and UN Women, while the Budget Briefs were produced by the Kenya Institute for Public Policy Research and Analysis (KIPPRA), UNICEF, UN Women and UNDP. Both KNBS and KIPPRA are part of the National Treasury.
The new Profiles and Briefs been generated to help inform policy planning, budgeting and monitoring at the county government level and to improve wellbeing among children and women in line with the Sustainable Development Goals. Used in tandem with the Women’s Empowerment Index, also launched today, the County Poverty Profiles and Budget Briefs identify gaps in the provision of social services and provide a roadmap for decision-makers.
