UNICEF submission to the Joint Select Committee regarding the Child Care and Protection Act
Amendment is contrary to Jamaica’s obligations under the UN Convention on the Rights of the Child (CRC), will not contribute to public safety, and not supported by global evidence-base.

UNICEF Jamaica welcomes the opportunity to make a submission to the Joint Select Committee regarding the proposed amendments to the Child Care and Protection Act 2004 and related laws. UNICEF is deeply concerned that the amendments would require children convicted of murder to serve a mandatory 20-year imprisonment sentence before becoming eligible for parole. UNICEF’s position is that these amendments are contrary to Jamaica’s obligations under the UN Convention on the Rights of the Child (CRC), will not contribute to public safety, and are counter to the well-established global evidence-base on how to effectively address serious offending by children.
