For the development of this ECD policy, the United Nations Children's Fund (UNICEF) supported the Ministry of Education, Science and Culture (MinOWC), which plays a leading role in coordinating multi-sectoral collaboration for a holistic ECD approach.

By implementing this policy, we are not only meeting our national and international obligations, but also making a smart investment in our future. This policy will guide the coordinated efforts needed to realize our vision of a society in which every child is supported to achieve their full potential.

We must ensure that the necessary resources are mobilized, that the roles and responsibilities of all stakeholders are clear, and that a robust system of monitoring, evaluation and accountability is in place.
