Cambodia’s National Plan to End Violence Against Children
A strategic roadmap by the Royal Government to prevent and respond to violence against children, aligned with SDGs and the Pentagon Strategy 2024–2030.

The 2025-2030 National Action Plan on Preventing and Responding to Violence against Children of Cambodia (NAP) was endorsed by the Prime Minister on the 30th of July 2025 and launched last 6th October 2025.
An Evaluation on the first NAP (2017-2023) was supported by UNICEF in 2022. Informed by data, evidence and the findings of the Evaluation, the new NAP has the following highlights:
- Prioritize improvement of the CP system to address online child sexual exploitation and abuse (OCSE)
- Work towards the promulgation of the Child Protection Law
- Review of the Optional Protocol to the Convention on the Rights of the Child on a Complaints Procedure for possible accession
- Establish a multi-sectoral monitoring and evaluation framework
- Improve government digital data collection systems (Primero, CPIMS)
- Inclusion of key performance indicators to address violence against children with disabilities.
The new NAP embodies the seven-point plan presented by the Government in the Inter-Ministerial Conference on VAC held in Bogotá, Colombia in 2024, which includes strengthening legislative framework; expansion of the child protection programme; strengthening the data collection and management system; strengthening CP services; enhance cooperation across CP actors; and increase participation of all stakeholders.
