Highlights

In education, children with disabilities are one of the most marginalized groups of learners. Equitable access to the general school system remains to be a significant challenge for learners with disabilities. They are less likely to access education opportunities, and those who are able to enter the school system are more likely to drop out compared to their peers without disabilities.

The evaluation aims to establish whether there have been significant changes in the education of children with disabilities. The evaluation also provides baseline data on the programme which can be used as a basis for monitoring progress, setting targets, and evaluating results.

The evaluation concludes that the IE/SEN Programme is relevant to both the national priorities and the educational needs of children with disabilities in Bhutan. However, there is room for improvement in terms of bridging the gap between policy and practice.
