UNICEF Public Finance for Children (PF4C) aims to improve the use of domestic resources for services of importance to children. UNICEF takes a hands-on approach to helping governments make budget decisions that lead to adequate investment and continually improve budget equity, efficiency, effectiveness, and transparency for greater impact.
This budget brief captures the situation of Belize’s macroeconomic context and public finances and more specifically public policies and spending in health. It consists of: (i) reviewing the health systems’ legislation, its implementation and effective monitoring, (ii) assessing health and financing mechanisms, namely transfer of funds to service providers (health facilities) as well as payment and purchasing, and (iii) assessing trends and efficiency of health expenditure.
