CBE mechanisms are one of the key policy strategies that are being implemented to reach the estimated 3.7 million Out-of- School Children (OOSC) in Afghanistan currently, 60 percent of whom are girls. This evaluation provides evidence on the progress of the USAID-funded CBE programme towards achieving its objectives.
