Country Programme Action Plan

The Framework

The Government of Zimbabwe, herein referred to as “The Government”, and the United Nations Children’s Fund, hereinafter referred to as “UNICEF”,


Furthering their mutual agreement and cooperation for the fulfilment of the Convention on the Rights of the Child (CRC) and the Convention on the Elimination of All forms of Discrimination Against Women (CEDAW);

Building upon the experiences gained and progress made during the implementation of the 2005-2006 programme of cooperation; and based on the Country Programme Document (CPD) approved by the Executive Board of UNICEF on September 8th, 2006, the Zimbabwe  MDG  2004 Progress Report and the Zimbabwe United Nations Development Assistance Framework for the period 2007-2011;

Entering into a new period of cooperation covering 01st January 2007 to 31st December 2011;

Declaring that these responsibilities will be fulfilled in a spirit of friendly cooperation;

Have agreed as follows:

Part 1: Basis of the Relationship

 The Basic Cooperation Agreement (BCA) concluded between the Government of Zimbabwe and UNICEF in August 1998, provides the basis for the relationship between the Government and UNICEF, unless and until such a time as it may be amended by the joint agreement of the two parties. The Country Programme and this Country Programme Action Plan are to be interpreted and implemented in the light of the respective Basic Cooperation Agreement. The programmes, projects and subprojects described herein have all been agreed jointly by the Government and UNICEF, for the benefit of Zimbabwe’s children and their families.
