Evaluating Training Programmes for Better Educational Outcomes
UNICEF supported the “Annual Workshop for the Evaluation of Training, Qualification, and Planning Programmes 2022”

The education sector in Yemen has been strongly affected by the conflict Yemen has been experiencing for over seven years. Actors of the sector got together to identify ways to improve training programmes in 14 governorates.
In order to assess achievements of the training programmes implemented in 2021, and to discuss how to improve the coordination, implementation, and evaluation of upcoming training programmes, UNICEF supported the “Annual Workshop for the Evaluation of Training, Qualification, and Planning Programmes 2022”which was organized by the Training Department in the Ministry of Education and UNICEF, thanks to the generous support from King Salman Relief fund.
More than 80 participants from 14 governorates attended the workshop, including directors of education centers, decision-makers in the Training Department, and heads of Governorate Education Offices. “It was good to have education directors as well as heads of educational departments and divisions; their presence indicated their approval of the workshop outcomes,” says Ali Abdel-Rahim Al-Haj, a training specialist and guidelines writer at the Training Department in the Ministry of Education. “Based on their participation and discussion on the working papers, they will come up with outcomes which will be approved by all and can be implemented directly,” he adds.
“This evaluation workshop was held for the first time. This is a good sign because it will enable us to share and learn from what happened during the implementation of the training programmes, including the difficulties we faced and to propose solutions for that,” says Wafaa Salam Al-Qudsi, Assistant Director General at the Ministry of Education - Girls' Education Department. “It is really important that we have knowledge of the work of other departments and the training programmes they work on. I work in the girl's education sector, so I wasn’t aware of the implemented programmes, the obstacles they faced, or how they overcame them. Therefore, this workshop is a chance to share and gain experiences from various educational sectors,” she adds.

“We come up with good and fair solutions through brainstorming”, says Jameel Khalid Abdulla Fathil, General-Director of the Training Department in the Education Office in Amanat Al-asimah. “We do not only discuss difficulties, but we also suggest solutions as part of the workshop agenda. We make reasonable and realistic recommendations in order to solve the problems we face. I have high expectations that we will come out of this workshop with a plan to overcome challenges,” he adds.

Participants in this evaluation workshop agree this is a positive step towards overcoming previous obstacles and improving the quality of the capacity building programmes for teachers to ensure better educational outcomes for children in Yemen.
