Reports of Violence and Abuse at Institution in Lviv Oblast

UNICEF Ukraine Statement

28 September 2024

KYIV, 28 September 2024—UNICEF is appalled to hear the reports about violence and abuse that took place over many months at an educational boarding facility in Lviv oblast. This information was released following a monitoring visit to the facility by the Office of the Ombudsman and National Social Service.

Such horrific behavior, against some of the most vulnerable children, is totally unacceptable. Such incidents should never occur and tragically highlight why UNICEF and our many partners continue to advocate for family-based, not institutional-based, care for every child.

UNICEF is encouraged by the progress and commitment of government and partners towards family-based care and we reaffirm our support to ensure the right to a safe, nurturing, and loving family environment for every child. These latest child rights violations stress the urgency of prioritising practical measures to move the better care reform agenda forward.
