Resource leveraging for children
UNICEF’s resource leveraging efforts aim at supporting the country programme of cooperation to advance the rights of all children in Turkmenistan.
Turkmenistan possesses the world’s largest onshore gas field that holds at least 10 per cent of the world’s gas. The extractive industry has grown substantially in recent years. The country fully sustains the immunization and flour fortification programmes, as well as contributes to the Multiple Indicator Cluster Survey.
Turkmenistan demonstrated significant achievements in the area of human development that can be attributed mostly to its economic growth.
Turkmenistan’s Human Development Index (HDI) value for 2019 is 0.710, ranking the country at 108 out of 189 countries and territories.
Despite its upper-middle-income status, Turkmenistan’s impact of socio-economic progress has been uneven across the country: disparities persist, by rural-urban status, region, wealth quintile, gender and disability. Economic growth is fundamentally important for children and women rights’ realization, but it does not automatically result in equity for all.
UNICEF supports the Government in leveraging resources for priority areas under the current country programme of cooperation. UNICEF will continue focusing on domestic resource mobilization to ensure ownership of public resources and increase accountability of citizens.
The partnership with the Government is built around leveraging resources through joint programme planning and co-financing of local programmes, including scaling up of pilot initiatives. Partnership with international financial institutions, UN agencies, think tanks and foundations will be strengthened.
In addition, we will engage with potential traditional and emerging donors to maximize revenues for UNICEF programming and expand strategic engagement to support the realization of child rights.
The private sector resource leveraging and partnerships will be achieved through renewed partnerships with the private sector in and out of Turkmenistan.
