Inter-Ministerial Group on Early Childhood Development builds capacity in monitoring and evaluation

Ashgabat, Turkmenistan, 16 August 2012 – The Inter-Ministerial group on the National Programme on Early Childhood Development and School Readiness (ECD) for 2011-2015 will build capacity in monitoring and evaluation (M&E) during a three day workshop organized by the Government of Turkmenistan and the United Nations Children’s Fund (UNICEF) this week.  


The workshop facilitated by the UNICEF international expert Dr. Hakan Yilmaz aims at increasing the understanding of and skills in monitoring and evaluation. By the end of the workshop the participants, through problem and solution analysis, will be able to design a monitoring system to measure progress in the implementation of the National ECD Programme and gain understanding how to improve data collection and quality assurance system. They will also develop outcomes, indicators, baseline and targets as well as costing for the National ECD Programme.    


“Turkmenistan’s National ECD programme is an important policy document which should incorporate all components from planning and budgeting to implementing, monitoring and evaluation,” said Dr. Yilmaz. “It would be difficult to assess the progress of the programme without an adequate monitoring component which we will develop together during the three day ECD meeting,” he noted.


The Inter-Ministerial group meeting also listened to the presentation of the Ministry of Education representative on the outcomes of a study tour to Kazakhstan on the early childhood development, organized by UNICEF in early July 2012. The presenter introduced the participants to the Kazakhstan experience in establishing ECD centres that provide integrated services for young children and their families and focus their activities on prevention of developmental delays in children, parental counseling and inclusion of children with disabilities.
