First step for financial support of Syrian teachers in Turkey

ANKARA, Turkey, 5 November 2014 - The Ministry of National Education, PTT Inc. and UNICEF have agreed on a protocol regarding “The remuneration of the Syrian teachers contributing voluntarily to educational activities for the Syrian people”

The ceremony was attended by the Ministry of National Education Deputy Undersecretary Mr. Yusuf Büyük, UNICEF Deputy Representative OIC Ms. Lieke van de Wiel, PTT Inc.'s Chairman of the Executive Board and General Director Mr. Osman Tural as well as other relevant officials and the representatives from donor states. 
Within the scope of the project to be implemented under the leadership and supervision of the MoNE with a view to supporting the Syrian teachers who would volunteer in the educational activities carried out in Turkey for Syrian citizens, the funds provided by UNICEF donors will be paid via PTTCARD to be supplied by PTT.
The Protocol aims to ensure quality and safe education for the Syrian children who reside in or outside the camps as well as strengthening the capacity of teachers and improving the quality of education for children.

In her speech during the protocol's signature ceremony, UNICEF Deputy Representative OIC Ms. Lieke van de Wiel indicated that, by virtue of this practice, the Syrian teachers, most of whom have been volunteering for about four years now, will find the motivation to sustain this sacred work they have been doing, and suggested that this project is an important stride towards preventing the Syrian children from becoming a lost generation. Moreover, Ms. Van de Wiel extended her gratitude to the United States of America, Canada, Japan, Kuwait, the European Commission -  Humanitarian Aid Department & Civil Protection department (ECHO) and the European Union for ensuring the success of this project by their donations, and expressed UNICEF's aspiration for further and growing cooperation. 
Technical details regarding the use of cards
The payments will be collected using the “Foreign Identification Document” which will be provided to the beneficiaries by the Ministry of Interior. Each document will contain an 11-digit numeric data, as in the case of the ID numbers in Turkish ID cards. The payments will be made upon inquiry in PTT offices and/or PTTMATIKs (PTT ATMs) as well as the ATMs of other banks. The first PTTCARD of each beneficiary will be provided free of charge; in the event that the card is misplaced more than once, a fee of 5 TL will be charged for each card.
For the payments to be made via PTT offices or PTTMATIKs, PTT will not charge the beneficiaries any fees whatsoever, other than the aforementioned card fee. Where the beneficiaries choose to withdraw the disbursements from the ATMs of other banks, the fees of the bank in question as well as BKM (Interbank Card Center) will apply. The beneficiaries who are PTTCARD holders will not be granted any loans or be entitled to overdraft accounts.
Monthly amount will be 150 USD for the teachers who live in the camps, 220 USD for the teachers who live in the host community. No payments will be made to the parents, guardians, trustees or representatives of the beneficiaries. PTT staff will be held accountable for confirming the identity cards submitted by beneficiaries. No payments will be made in any PTT Offices without submitting a PTTCARD.
