Transparency and Accountability

UNICEF Hosted Funds

© UNICEF/UNI202923/Holt

As Funds Custodian and Administrator (“FCA”) of the UNICEF Hosted Funds, UNICEF provides financial management services to the Global Fund to End Violence Against Children and the Education Cannot Wait Fund through its Funds Support Office. As FCA, UNICEF receives, holds and transfers funds at the instruction of the hosted funds. UNICEF is not responsible for disbursement decisions and the selection of grantees that will receive funding is done by the Funds’ governing bodies. In some cases, a UNICEF office may be selected by the Funds’ governing bodies to be a grantee in addition to its FCA role.

The Education Cannot Wait Initiative was established during the World Humanitarian Summit in 2016 by international humanitarian and development aid actors, along with public and private donors, to help reposition education as a priority on the humanitarian agenda, usher in a more collaborative approach among actors on the ground and foster additional funding to ensure that every crisis-affected child and young person is in school and learning. The Global Fund to End Violence Against Children supports activities that further a world in which every child grows up free from violence. Learn more here: http://www.end-violence.org/fund

Transparency and Accountability

Transparency and accountability are fundamentals for UNICEF in delivering development and humanitarian results for children. UNICEF has been pursuing a series of measures to underpin the principle of transparency in the organization’s operations.  UNICEF publishes financial information about monies received and disbursed from its trust funds on its open.unicef.org website.

UNICEF manages fraud and misconduct related to its hosted funds, ensuring that all allegations are dealt with swiftly.

The Standard Contribution Agreements (SCA) can be found here.

Allegations of misuse of funds in the Account, fraud within the Secretariats and grantee fraud should be reported to integrity1@unicef.org.
