【6 March】Japan Provides 7.6 Million of Grant Aid to UN Agencies for the Recovery from the Floods in 2018

VIENTIANE, 6th March 2019 – The signing ceremony for the Exchange of Notes on four Grant Aid Projects for the recovery from the tragic damages last year was held today at the UN office, Vientiane Capital. The Notes were signed and exchanged by H.E. Mr. Takeshi HIKIHARA, Ambassador of Japan to the Lao PDR, and the representatives of the UN agencies witnessed by line ministries. The total value of these four grants is JPY 850 million (about US$7.6 million).

Laos saw continuous heavy rains between July and September last year and two tropical storms in July and August. An enormous damage occurred throughout the country.

The Project for the Rehabilitation and Reconstruction of School Education Sector in Floods Affected Areas

An education project by UNICEF which will provide support to promote school registration, continuous school attendance and effective learning of all pre-primary and primary-aged children in the target flood-affected districts in Attapeu and Xiengkhouang provinces. Moreover, the project will support capacity building of the education system, both at national and sub-national levels to enhance the resilience and Disaster Risk Reduction (DRR) abilities.

The Project for the Improvement of Water, Sanitation and Hygiene (WASH) in Schools and their Surrounding Communities in Floods Affected Areas

A WASH project by UNICEF, which will provide access to improved WASH facilities (latrines, urinals, hand washing facilities, including group hand washing) and help pupils (boys and girls) to practice daily routine hygienic behaviours in schools in selected flood affected districts in Attapeu and Xiengkhouang provinces, while enhancing the capacity of government line departments at national, sub-national and local level to provide and maintain climate resilient WASH services in school hosting communities, and bring it to scale for increased WASH coverage in schools and communities. 

The Project for the Rehabilitation and Reconstruction of Housing Sector in Floods Affected Areas

UN-Habitat will work with affected communities, in the affected provinces, with particular emphasis on the communities who have been affected by Xepien-Xe Nam Noy dam collapse, aiming to provide critical support and technical expertise to rebuild safer shelters and settlements based on the build back better principle. The rehabilitation of the houses will be based on the extent of damages to the structures, and consequently appropriate technical and material assistance (including shelter kits where required) will be provided.

The Project for the Rehabilitation and Reconstruction of Agricultural Sector in Floods Affected Areas

The project by FAO will implement recovery of agriculture systems and livelihoods in Khammouane and Savannakhet Provinces to improve food and nutrition security and resilient agriculture livelihoods based on the “build back better” principle and more resilient to disasters in sustainable way. The most vulnerable and flood affected households in Savannakhet will be firstly provided with the agricultural inputs to recover lost agriculture production, assets and livelihoods. At the same time, innovative approaches to build back better will be defined and provincial implementation plans developed in Khammouane and Savannakhet. Then, the project will facilitate these build back better approaches and strengthen disaster risk management capacity of the most vulnerable communes/districts while consolidating the experiences, documenting and sharing of good practices for replication in other districts.
