Highlights

United Nations Sustainable Development Goal (SDG) 4.2 states that by 2030, all girls and boys should have access to quality early childhood development, care and pre-primary education to ensure they are ready for primary education. 

Although access to preschool education has improved in Timor-Leste, data shows that access is still low with only about 3 out of every 10 children enrolled in preschool education. 

To assess progress in the pre-school sector and identify areas for acceleration of progress, the Ministry of Education, Youth and Sport commissioned an independent evaluation of Timor-Leste’s preschool education subsector.  The evaluation covered progress made between 2012–2020, in alignment with the Policy Framework for Preschool Education. The evaluation was supported by the United Nations Children’s Fund (UNICEF), which engaged the American Institutes for Research to conduct the evaluation, with support from the Universidade Nacional Timor Lorosa’e as an in-country partner. 

Findings and recommendations from this evaluation will inform strategic decision making on preschool education policy and programming in the country. The 12 recommendations focus on preschool education policies and plans, budgeting and financing, governance and accountability, monitoring and quality assurance, workforce, curriculum as well as family and community engagement and collaboration and coordination.
