UNICEF Tanzania Decentralization and Local Governance Support Strategy

For Tanzania Mainland and Zanzibar 2018-2021


To support LGAs’ systems and capacities in both rural and urban areas, UNICEF supported the development of a DeLoG strategy covering both Tanzania Mainland and Zanzibar for the period 2018-2021.

The strategy, which was developed as a result of a situational analysis and a series of consultations, covers four main themes:

  1. Conducive decentralization policy and strategy,
  2. Citizen participation in planning and service delivery,
  3. Strengthened use of relevant data for LGA planning, budgeting and M&E, and
  4. Resource allocation for equitable service delivery.

Each theme is described in detail, and includes a summary theory of change and action plan for the first year of the strategy. The themes were selected based on government priorities for reform and capacity-building, as well as the comparative advantage of UNICEF.
