World Bank Funding Agreement

UNICEF and the World Bank (WB) have developed a model agreement for Procurement Services on behalf of World Bank Government borrowers, called the World Bank Funding Agreement. The World Bank Funding Agreement constitutes the legal framework for procurement with WB funding, typically providing that the WB funds are transferred directly to UNICEF from the WB on behalf of the government partner. 

The World Bank Funding Agreement should be used by UNICEF Country Offices to enter into procurement services agreements with governments using World Bank financing for health supplies and services. The World Bank Funding Agreements are non-standard Agreements and therefore a delegation of signature from SD Director and quality assurance from Procurement Services Centre are required before signature.

The World Bank Funding Agreement is designed to:
• be used by governments when purchasing health related supplies and services using WB funds;
• be subject exclusively to UNICEF procurement procedures;
• improve planning as it relates to developed funding mechanisms
